    The JSP requirements and the JSP process are anchored in the Cooperation Agreement (CA) between UNICEF and each National Committee. The CA designates the JSP as essential and as mandatory to ensure that the operations and activities of the National Committee (and any related entities) are planned collaboratively with UNICEF with agreed UNICEF support, within the parameters of and aligned with the CA, and in alignment with the Private Sector Resource Mobilization Plans and UNICEF policy and priorities, to provide the framework for delivering the best results for children.

    Scope of Work:

    Development of PowerBI data visualization for National Committee Relations:

    The digitalization of the JSPs on the IMPACT Platform has enabled UNICEF and National Committees to access key data sources that provide insights into the joint strategies on income and influence, to achieve overall impact for children worldwide. To best maximize opportunities of engagement with National Committees and private sector partnerships, it is critical that JSPs are accompanied with data visualization tools that facilitate informed and faster decision making by using the right data at the right time. Furthermore, it is critical that National Committees also have access to important information and data from UNICEF systems to facilitate and maximize private sector fundraising and advocacy engagement in high income countries.

    This assignment focuses on the development of dashboards, visuals and other tools to consolidate and pull data from UNICEF's internal JSP strategies, financial systems, and recurring private sector reports. The deliverables of this assignment are expected to improve the capacity of the National Committee Relations' team to effectively monitor the implementation of the JSP as well as enable National Committees to access data that strengthens their private sector fundraising and advocacy engagement.

    Overall Work Assignments Overview:

  • The implementation of this contract will be based on deliverables over a 6 month period. The service provider will work with the Relationship Team in PFP's National Committee Relations section to design and develop key dashboards. The data visualizations will also be accompanied with the following information:
  • Overall workplan for the development of the different dashboards within an agreed upon timeline
  • Storyboards reflecting the data visualization needs
  • PowerBI templates and components that are adaptable, updatable and reusable
  • Common design/user interface for navigating through the data
  • Training presentation on the dashboard use, data availability and navigation
  • Super-user manual specifying data sources, links etc. in each dashboard to enable UNICEF to maintain the dashboard
  • The identified data visualization needs are specified in the table below and may be expanded depending on key needs arising from the field detailed here after.

    • National Committee and Private Sector Fundraising Overview Dashboard:

  • Dynamic dashboards and templates that provide an overview of National Committee engagement in Private Sector Fundraising and Advocacy. Highlights key contributions of NatComs to UNICEF in resource mobilization and Child Rights advocacy. Provides live update of success stories, funds raised, advocacy information from National Committees.

    • JSP Monitoring Dashboard:

    Dynamic dashboards and templates that enable UNICEF staff to monitor the implementation of the Joint Strategic Plans (JSP). This will include pulling interactive financial data, consolidating reports that are spread across different dashboards, developing global monitoring view and a view that is specific to each National Committee. This will include interactive maps, charts, graphs, tables, factsheets etc. The dashboard will be linked to both internal UNICEF database as well as external sources. Staff should be able to export dashboards to Excel, PowerPoint presentation format, embed in websites, and use the elements in reporting or presentations.

    National Committee Grants Management Dashboard:

    Dynamic dashboards and templates that enable National Committee and UNICEF staff to view National Committee supported grants and their relevant details (e.g. donor name, country of programme implementation, total funding, utilization, reporting dates, start and end dates etc.). Built in analytics that enable key decision making from UNICEF staff: For example in built analysis and filters that highlight upcoming expiring grants to enable staff and National Committees to engage in donor negotiations if extensions are required.

    Country Office Profile and Resource Mobilization Needs Dashboards:

    Dashboard that reflects an overview of UNICEF country offices (profile) and is able to show key financial gaps in their fundraising needs, demonstrate major donors (both public and private). The aim of this dashboard is to enable UNICEF and National Committees to better understand the resource mobilization needs and gaps in country offices to facilitate targeted fundraising.

    Training and documentation on updating developed PowerBI Dashboards:

  • Host a training workshop for relevant colleagues on how to maintain dashboards in the long term.
  • Develop detailed documentation on Power BI data sources, APIs to help maintain data in the long term.

    Education:

  • An advanced university degree (Master's or higher) in Statistics, Economics, Mathematics, Data Analysis and Data Visualization or related field is required. Alternatively, a first University Degree (Bachelor's degree) in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

    • Experience:

  • A minimum of 5 years of relevant professional in designing and customizing data visualizations in Power BI is required.
  • Knowledge and understanding of story-telling using data visualization tools and techniques is required.
  • Knowledge, understanding and experience with UN/ UNICEF's data architecture and data visualization requirements is required.
  • Extensive knowledge and experience in Business Intelligence (BI) subject areas, products & tools are required.
  • Knowledge of use cases of various business intelligence solutions to facilitate decision making is an asset.
  • Knowledge of integration of multiple data sources, databases, enterprise applications and Web services using Power BI is mandatory.
  • Strong Expertise in data visualization and design using PowerBI platforms to make data clear and understandable for a variety of audiences is required.
  • Strong communication skills with ability to interact and speak with business stakeholders is required

  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
