    Introduction


    The position is in the Research and Evaluation unit of the Fundamental Principles and Rights at Work Branch (FUNDAMENTALS) of the Governance and Tripartism Department (GOVERNANCE). GOVERNANCE provides advice on labour laws based on ILO conventions and recommendations, state-of-the-art technical support and capacity-building to labour ministries and assists labour inspectorates to build capacity and develop strategies to achieve compliance with labour laws. It advocates and helps constituents to build strong and functional institutions and processes for social dialogue and to realize fundamental principles and rights at work.

    FUNDAMENTALS carries out technical cooperation, research, statistical and advocacy functions to assist ILO member States to respect, promote and realize fundamental principles and rights at work, which are: freedom of association and the effective recognition of the right to collective bargaining; the elimination of all forms of forced or compulsory labour; the effective abolition of child labour; and the elimination of discrimination in respect of employment and occupation.

    The Research and Evaluation Unit of the Branch is responsible for data and measurement; analysing causes and consequences of FUNDAMENTALS violations; monitoring, and evaluation and impact assessments. It supports other units of the Branch in designing technical cooperation projects, promoting partnerships and effective advocacy.

    The position is based in Geneva, Switzerland and is tasked with advancing research to inform policies formulation that are concerned with advancing fundamental principles and rights at work in specific country contexts and to suggest ways in which FUNDAMENTALS concerns are mainstreamed in national development policy frameworks.

    The incumbent will work primarily on the STATIP (standard tools for analysis of trafficking in persons) project, a joint project by the ILO, the United Nations Office on Drugs and Crime (UNODC), the International Organization for Migration (IOM) and the University of Georgia (UGA), that aims to develop international statistical guidelines and tools for national statistical offices to implement surveys on measuring prevalence of trafficking in persons, including trafficking in persons for forced labour purposes. This project is funded by the Office to Monitor and Combat Trafficking in Persons of the United States Department of State. The position is subject to the availability of funds.

    The ILO seeks to recruit a Statistician to work on its project portfolio.

    Reporting lines:

    The incumbent will report to the Senior Economist (STATIP Project Manager), under the general guidance of Head of the Research and Evaluation Unit within FUNDAMENTALS and will be expected to work in close collaboration with other departments (e.g. STATISTICS), as well as with colleagues working on TC projects in the field.

    Description of Duties


    The incumbent will assist the Head of the Research and Evaluation Unit and selected Project Managers (Senior Economists/Statisticians) in the effective implementation of projects. In particular, the incumbent will be engaged in projects on definitions of statistical standards and implementation of surveys in the areas of human trafficking and trafficking for forced labour.

    The incumbent is expected to perform a wide range of tasks, including, but not limited to:

    1. Organize, design, plan and carry out the collection, evaluation, processing, analysis, projections and dissemination of statistical data in specific fields.
    2. Select methods of collecting data, planning and preparing data-gathering instruments; developing appropriate instructions and guidelines for it, and identify sources of data including research studies, surveys and other statistical sources.
    3. Provide technical support to other ILO programmes and projects and/or to the Organization's constituents.
    4. Provide technical and administrative backstopping support services to field offices and technical co-operation projects.
    5. Participate in the development or revision of standards on statistical concepts, definitions, classifications and methodologies, including analysis of existing practices. Contribute to the preparation of technical reports.
    6. Organize and participate in seminars, workshops, expert meetings and training sessions as a technical resource person.
    7. Draft technical documents for international, intergovernmental and expert group meetings and assist in drafting relevant reports.
    8. Furnish technical advice and assistance to the statistical offices of national ministries and constituents in solving problems in collecting, classifying and tabulating and presenting data, in designing and testing questionnaires, and in developing survey methods, performing these functions through correspondence and missions.
    9. Incorporate gender dimensions in statistical standards and frameworks, including through the promotion of data collection and analysis of sex-disaggregated data.

    11. Contract/sub-contract implementing partners following ILO and donor's procedures.
    12. Undertake research and provide inputs in the preparations of manuals on related topics.

    Required qualifications


    Education


    Advanced university degree (Master's or equivalent) in the field of statistics, demography, economics, or other related disciplines with training in basic and applied statistics or similar studies. Knowledge of computer science and its application to statistical work.

    A first-level university degree (Bachelor's or equivalent) in one of the aforementioned fields with an additional two years of relevant experience will be accepted in lieu of an advanced university degree.

    Experience


    Five years of relevant experience.

    Previous work or research experience in questionnaire design for household surveys (including testing techniques) is essential. Knowledge of cutting-edge sampling methodologies (e.g. on hard-to-reach populations) is an advantage.

    Experience in conducting surveys on sensitive topics (e.g. victimization surveys) and/or vulnerable populations is an advantage.

    Experience in quantitative research is essential. Advanced knowledge and track record of using statistical packages (e.g., Stata, R) is essential.

    Sound knowledge of ILO policies, administrative procedures, and practices as well as experience working with officials of Ministries of Labour and/or National Statistical Offices would be an advantage.

    Languages


    Excellent command of English. Fluency in French and/or Spanish is an advantage.

    Competencies

    • Excellent drafting and negotiation skills, with proven capacity to implement technical co-operation programmes and activities with constituents, UN Agencies, NGOs, and others.
    • Excellent communication skills and ability to organise and summarise complex material and draft clear, concise, and high-quality documents.
    • Demonstrated ability to write clearly and quickly and to deal with highly technical subjects.
    • Solid organizational skills, as necessary to set up and contribute substantively to expert meetings.
    • Ability to participate effectively in technical missions and multi-disciplinary teams; capacity to provide technical advice in the area of specialisation.
    • Experience in distilling promising good practices.
    • Develop training materials, alternative courses of action, project proposals, policy, procedural matters and present them at high-level meetings.
    • Design and synthesize strategies for programme development.
    • Guide and coordinate the work of General Service staff and external collaborators and to prepare reports and publications of a high quality, technically sound with conclusions leading to action plan and programme development.
    • Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
