This position is located in the Office of the UN High Commissioner for Human Rights (OHCHR), Thematic Engagement, Special Procedures and Right to Development Division (TESPRDD), Methodology, Education and Training Section (METS), Geneva.

The incumbent reports to the Coordinator of the Human Rights Indicator and Data Unit, under the overall supervision of the Chief of METS.


Responsibilities:

Develop and implement a data literacy, learning and capacity building programme for human rights practitioners, including to:
(a) Develop training materials on data and a Human Rights-Based Approach to Data (HRBAD) to support the use of data in OHCHR analysis, advocacy and reporting, the development and use of human rights statistics, including indicators relevant to human rights, SDG indicators, risk and early warning analysis and UN programming;
(b) Lead the organization, delivery, and evaluation of training and capacity building activities (online, in-person, or hybrid) for the above purposes for OHCHR and other UN staff, national and international stakeholders;
(c) Provide guidance and expertise on OHCHR's data quality (assessment) frameworks, in line with international human rights and statistical standards and good practices;
(d) Map, assess, and share good practices in the compilation and use of statistical and other data for human rights.


Advise on the systematic gathering, organization and analysis of priority data on human rights at Headquarters and field levels at OHCHR, and develop methodologies and workflows to this end.

Oversee development and maintenance of RIGHTSTAT and other relevant statistics/data dissemination products:
(a) Supervise the development, updating, and maintenance of user-friendly dashboards/databases/data visualisation to provide public and user-friendly access to high quality human rights statistics and indicators;
(b) Develop high quality human rights statistics and metadata, and support development and implementation of OHCHR human rights statistical indicators and data programme;
(c) Collaborate with OHCHR staff and other relevant UN colleagues, UN human rights and statistical bodies and external partners on the data collection, compilation, dissemination, and analysis of human rights statistics;
(d) Contribute to relevant General Assembly, Human Rights Council and OHCHR's reports and to other relevant publications and data analytics.

  • Provide supervision, guidance, and coaching to junior and other relevant staff.
  • Participate in meetings to represent OHCHR and develop partnerships
  • Perform other related duties, as required.

Education

Advanced University Degree (Master or equivalent), preferably in economics, statistics, data science, social sciences or development studies or related field.

A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

At least 7 years of progressively responsible experience in data, statistics, development economics, or related field with focus on human rights is required.

Out of these 7 years, at least 3 years at the international level are required.

Experience with statistical methodologies, tools and data analytics is required.

Experience with data visualization is required.

Experience in training design and/or development is required.

Languages
English and French are the working languages of the United Nations Secretariat.

For the position advertised, fluency in English is required; and knowledge of French is desirable, knowledge of other UN official languages is an advantage.
