1. Organizational Context

a.Organizational Setting

The position is located in the IP and Frontier Technologies (IPFT) Division within the Infrastructure and Platforms Sector.

b.Purpose Statement

AI is transforming how innovation, creativity, and markets function, raising new and unresolved questions for the IP system. Member States increasingly require analytical and policy support to design coherent, forward-looking IP responses aligned with technology, innovation, and economic frameworks. 

The position provides independent system-oriented analysis at the intersection of AI, IP, innovation policy, and economics. It supports Member States and WIPO's leadership role by translating emerging developments into practical guidance, analytical tools, and capacity-building resources.

c.Reporting Lines

The incumbent works under the supervision of the Director of the Division.

d.Work Relations

Externally the incumbent will engage with Member State representatives, technical experts, private sector stakeholders, and academic communities to facilitate constructive, evidence based discussions in international settings.

2.Duties and Responsibilities

The incumbent will perform the following principal duties:

a.Policy Monitoring and Analysis: 

·Monitor global developments in artificial intelligence, innovation ecosystems, markets, and governance relevant to intellectual property; identify emerging trends and policy issues; and provide substantive inputs to support WIPO's strategic positioning and policy messaging.

·Lead the development of and carry out integrated, system-level analysis combining perspectives from IP, technology policy, economics, and governance to provide inputs, recommendations and practical guidance that inform strategic IP policy choices.

b.Development of practical data-driven resources:

·Develop and conduct high-quality analytical, data-driven research on AI implications for innovation policy and the role of IP within a wider governance framework.

·Prepare research reports, analytical briefs, background papers, and methodological frameworks that support evidence-based policy development and translate complex economic and technical issues into practical, clear and usable formats for diverse audiences.

c.Representation and Stakeholder Engagement:

·Engage with Member States officials and relevant stakeholders to gather inputs, strengthen partnerships, and facilitate global policy dialogue.

·Represent WIPO in expert meetings, intergovernmental discussions, and external forums.

d.Strategic Communications:

·Coordinate and follow up on the preparation of speeches, talking points, briefing notes, and web content that reflect WIPO's policy perspectives and analytical work.

e.Cross-Cutting Responsibilities:

·Contribute to WIPO's AI and IP agenda, including work on the WIPO Conversation on AI and IP, the AI Infrastructure Interchange and IP and Frontier Technologies discussions.

·Perform other related duties as required in a dynamic and evolving policy environment.

3.Requirements

Education (Essential)

First-level university degree in science, public policy, international affairs, economics, political science, innovation studies or another relevant field.

Education (Desirable)

Advanced university degree with a focus on the intersection between IP and technology and innovation policy, economics of innovation or international relations. 

Additional training or certification in economics, business, innovation management, entrepreneurship, digital technologies, or related fields.

Experience (Essential)

At least six years of progressively responsible professional experience in intellectual property policy, technology policy, economic policy related to innovation or closely related fields, of which at least five years of demonstrated experience working substantively at the intersection of intellectual property and public policy domains such as technology governance, innovation policy, industrial policy, competition or digital regulation. 

Professional experience in economics, including economic analysis related to innovation, markets, or technology-driven change.

Experience (Desirable)

Experience working in an international organization or multicultural environment. 

Experience working with public-sector entities or in policy-related functions. 

Experience contributing to multi-stakeholder processes, consultations, or global dialogue initiatives.

Language (Essential)

Excellent spoken and written English.

Language (Desirable)

Knowledge of other official UN languages.

Ability to anticipate emerging technological developments and assess their systemic impacts on innovation ecosystems and IP policy debates.

Ability to synthesize information from multiple disciplines (policy, law, economics, technology) and present it clearly. 

Excellent drafting and communication skills, including the ability to prepare policy briefs, guidance materials, and strategic messaging. 

Good understanding of the international intellectual property system and its role in innovation and creativity. 

Ability to work independently, manage multiple priorities, and deliver results in a fast-moving environment. 

Proven ability to work independently, exercise sound policy judgment, and contribute to high-level policy discussions in an international or governmental context. 

Sound judgment, discretion, and ability to operate effectively in a politically sensitive, international context.

Excellent interpersonal skills and ability to work collaboratively with diverse stakeholders. 

Data and digital tool fluency. Genuine interest in new ideas, passion for technology, and cross-domain exploration and ability to identify emerging digital capabilities that may reshape innovation and creativity.

Annual salary:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only.The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the February 2026 rate of 93.8%

Temporary appointments are renewable, subject to continuing needs, availability of budget and satisfactory performance with a maximum cumulative length of two years.
