    DESCRIPTION OF DUTIES

  • The Scientist will plan, develop, and manage Alliance HPSR portfolios of work in the fields of research priority setting; guidance and methods development in health policy and systems research; embedded research; health system strengthening including primary health care systems; and uptake of HPSR knowledge to inform complex health systems in low- and middle-income countries.
  • Specific duties will include: Facilitate the development of new methods and resources/tools to foster the conduct of health policy and systems research and the uptake of HPSR into policy and systems decision-making. Develop and coordinate programmes of work on embedded research and implementation research to support health systems in LMICs.Manage the portfolio development of research priority setting, including methods development to support the uptake of health policy and systems and build new and expand existing partnerships and collaborations within and outside the field of health policy and systems research to support evidence-informed policy and systems decision-making.Manage the programme on primary health care research to advance UHC and the SDGs.Ensure the design and development of Alliance HPSR publications, including HPSR guidance material, peer-reviewed articles, and documents/reports to support the demand and use of evidence in health policy and systems decision-making in LMICs.Represent and promote the Alliance HPSR in international meetings, symposia, and conferences, and advocate for the Alliance's role in strengthening health systems globally. Manage and provide technical and scientific guidance to Alliance HPSR grantees and programmes of work, including but not limited to the fields of implementation research, embedded research, primary health care systems, and use of HPSR to support complex policy and systems decision-making.Conduct periodic reporting on the progress of the Alliance and its partners in the field of research priority setting and PHC research, to ensure timely development of policy-relevant outputs to strengthen health systems in LMICs.Liaise with Alliance HPSR partners, grantees, and WHO regional/country offices to expand the reach of the Alliance HPSR and its contribution to strengthening health systems in low- and middle-income countries.Perform all other related duties as assigned.

    • REQUIRED QUALIFICATIONS

    Education

    Essential :

  • An advanced level university degree in public health, health policy, or health systems

    • Desirable :

  • A doctorate in public health, health policy, or health systems

    • Experience

    Essential :

  • At least seven years of relevant experience in global health research, including experience in the field of health policy and systems research with relevance to low- and middle-income countries.
  • Track record of scientific articles relevant to the field of health policy and systems research, including in high-impact peer reviewed journals.
  • Extensive experience in the field of health systems research, implementation research, PHC research, and evidence-informed policy making.
  • Experience in developing and coordinating international collaborations and research consortia.
  • Experience in advancing and developing health policy and systems research, with a minimum of 10 publications in peer-reviewed journals.
  • Demonstrated experience at the international level.

    • Desirable :

  • Experience pertaining to the WHO mandate and goals related to health policy and systems research and primary health care strengthening.

    • Skills

  • Ability to develop and advance methods in health policy and systems research, with advanced skills in embedded research and implementation research.
  • Competencies in developing resources and tools to support demand-driven research and the uptake of HPSR into health policy- and decision-making processes.
  • Good conceptual and practical understanding of health systems frameworks and their applicability to LMICs.
  • Excellent communication/interpersonal and organizational skills.
  • Ability to establish and maintain effective working relationships with international and national staff at all levels.
  • Knowledge of WHO procedures.
  • Excellent writing and editing skills.
