OBJECTIVES OF THE PROGRAMME:


The strategic objective of the Global Malaria Programme (GMP) is to support Member States to adopt WHO's malaria-related technical recommendations, and to advance implementation of the Global Technical Strategy for Malaria GTS).

The primary functions of the department as identified in the 2019 transformation process are:

To play a leadership role in malaria, effectively supporting member states and rallying partners to reach Universal Health Coverage and achieve GTS goals and targets; To shape the research agenda and promote the generation of evidence to support global guidance for new tools and strategies to achieve impact; To develop ethical and evidence-based global guidance on malaria with effective dissemination to support adoption and implementation by national malaria programmes; and, To monitor and respond to global malaria trends and threats.

The SIR Team ensures countries develop and use effective surveillance systems to improve the impact of National Malaria Control Programmes.


DESCRIPTION OF DUTIES:


Generic duties:


  • Provides technical leadership, coordination and managerial support within the Department/Programme, in the Unit of Strategic Information for Response (SIR) ensuring that activities in this area are carried out efficiently and effectively.
  • Develops and proposes technical health policies and strategies for implementation through collaboration with Regional and Country Offices and provides advice in developing further surveillance, monitoring and evaluation to inform malaria programme implementation for strengthening and improving the technical capacity of the target clientele.
  • Oversees a unit of technical teams specialized in various domains within their area of expertise and facilitates the efficient flow of team synergies.
  • Manages the programme area in delivering its objectives through efficiently managing a small team of technical staff, financial resources and effective work planning to optimize the programme's deliverables in line with the mandate of the Organization.
  • Leads and conducts research on best practices in implementing programmes and activities and dissemination of information for capacity building in the respective area of work.
  • Serves as the technical reference among the peer community, UN Agencies and other stakeholders at the technical levels in the respective area of expertise.
  • Liaises with and utilizes partnerships in other UN Agencies, donors, or research institutions in surveillance, monitoring and evaluation to inform malaria programme implementation to position the technical area of work and implementation into Global and/or National policies.
  • Represent the programme area of work at various meetings to advocate for surveillance, monitoring and evaluation to inform malaria programme implementation.
  • Perform all other related duties as assigned.

Specific duties:


  • Manage the development of simple and actionable guidance for countries to develop and use effective surveillance monitoring and evaluation systems;
  • Catalyze the support to countries in implementing guidance to build and use surveillance monitoring and evaluation systems in coordination with WHO Department working on Health Systems, GMP High Burden to High Impact unit,
  • Regions, Intercountry support teams and countries;
  • Lead assistance to countries in transitioning surveillance systems as they move towards elimination, in coordination with the elimination unit; and, Lead the analysis and writing of the annual World Malaria Report including ensuring countries generate quality data.

REQUIRED QUALIFICATIONS:


Education:


Essential:
An advanced-level university degree in economics, epidemiology or a field related to the functions of the position.

Desirable:
A PhD in one of the above-mentioned fields.


Experience:


Essential:

A minimum of 10 years of professional experience in planning and implementing surveillance, monitoring and evaluation strategies at the field level, including experience in the area of health policies and strategies.

Demonstrated experience managing human and financial resources. Demonstrated experience at the international level.

Desirable:

Experience in developing countries in developing disease control programmes and funding proposals and particularly surveillance monitoring and evaluation efforts.

Direct experience in managing malaria


Skills:


  • Concrete skills in the planning and coordination of multidisciplinary public health programmes, which may include the implementation of public health/disease control programmes.
