Responsibilities:

The consultant will lead the participatory research examining the potential and risks entailed with the digitalization of cities and identifying the impact on the enjoyment of human rights by youth under the Agreement with Fondation Botnar.

The rapid and increased digitalization of cities provides opportunities to increase the efficiency of public service delivery, broaden access and participation in decision-making on a local/city level; yet as noted by both our Office and the Fondation Botnar, digitalization of cities - so called 'smart cities' - poses serious risks to the wide range of human rights, including increased surveillance and invasion of citizens' privacy, deepening existing socioeconomic inequalities, increased discriminatory practices by law enforcement, employment, and other sectors.

The project seeks to engage directly with youth to examine whether youth perspectives are being adequately reflected in local decision-making processes, whether avenues for youth participation are effective, and diligently take stock and assess implications of digitalization of cities on the rights of young people.

The project aims to contribute to the discourse on 'smart' cities and help ground the narrative on the promotion of human rights of young people.

The consultant will be working in the Office of the UN High Commissioner for Human Rights (OHCHR) in the Thematic Engagement, Special Procedures and Right to Development Division (TESPRDD) and will work in close collaboration with identified partners both within and outside of the United Nations system.

The consultant will work under the overall supervision of the Senior Human Rights Officer, collaborating on a daily basis with the Associate Human Rights Officer assigned to the project.

The consultant will primarily be responsible for the development of the research protocol, carrying out pilot research studies in TBD locations, analyzing data collected through pilot research studies and the initial mapping report, writing a report of initial findings based on the participatory research carried out in three TBD locations, and designing an advocacy strategy and roadmap based on the aforementioned mapping report and the initial findings report.

More specifically:

Development of a research protocol, in close collaboration with OHCHR and Fondation Botnar, including research questions; study design and methodology; data collection and analysis procedures; ethical considerations and informed consent; timeline for the research; expected outcomes and impact.
Drafting and finalizing a report of initial findings, based on pilot participatory research carried out in 3 geographically, socially, culturally, and politically diverse cities (as pilot case studies) in intermediary cities in LMICs.
Development of an advocacy strategy and roadmap, based on the initial findings report and the mapping, which would include proposals for further research locations, participatory research and advocacy partners; and advocacy targets for the next phases of the project.

Qualifications/special skills
Advanced university degree (Master's degree or equivalent) in law, political science, international relations, social sciences or related field.

A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A minimum of seven years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required.

Experience with carrying out human rights participatory research is desirable.

Experience working directly with youth in diverse environments is desirable.

Languages
For the position advertised, fluency in English (both oral and written) is required. Knowledge of another UN official language is a desirable.
