OBJECTIVES OF THE PROGRAMME


The Office of Internal Oversight Services (IOS) reports to the WHO Director-General and is responsible for internal audit and investigation services to WHO and affiliated entities.

The mission of IOS is to provide independent and objective audit, investigation and advisory services designed to add value and improve the Organization's operations and to enhance the integrity and reputation of the Organization.


DESCRIPTION OF DUTIES

Subject to supervision by Head, Audit:

  • Plan, conduct and report on comprehensive audits, independently or as a member of a team. The work seeks to evaluate the status of the Organization's governance, risk management and system of internal control to assure reliability of financial and other operating information; compliance with rules and regulations; accomplishment of objectives and goals for operations; and the economical and efficient use of resources (value for money). Make recommendations for improvement of the same.
  • Assist in the review of audit observations and recommendations made by IOS. Monitor and assess adequacy of actions taken to correct reported deficiencies.
  • Conduct advisory reviews of selected topics, areas or processes to provide insights to improve operations and/or the effectiveness of the related internal control environment.
  • Perform special reviews and other tasks assigned by Head, Audit and/or Director IOS.

REQUIRED QUALIFICATIONS
Education


Essential:


University degree in a relevant field in Accounting, Business, Management, or relevant field related to the function of the position and a professional certification in auditing/accounting, such as Certified Internal Auditor, Certified Public Accountant, or Chartered Accountant.


Desirable:

Advanced degree in a related field.
Education in public health.

Experience


Essential:

A minimum of five years of operational audit and/or performance audit experience.
Demonstrated experience at the international level.


Desirable:

Audit experience with an international public accounting firm, IT audit experience.
Experience in an international organization or UN system entity.
Experience in data analytics.

Demonstrates professional competence and knowledge of auditing standards and practices, risk assessment, and applicable financial rules and procedures.
Good analytical skills and knowledge of management principles.
Ability to communicate effectively both orally and in writing; effective report writing skills.
Maturity of judgment, tact, integrity and discretion.
Ability to establish and maintain effective working relationships in a multicultural, multi-ethnic environment.
Works collaboratively with colleagues to achieve organizational goals.

Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Expert knowledge of English.
