Mission:


  • Geneva Call is a neutral and impartial nongovernmental organisation dedicated to promoting respect for international humanitarian norms in armed conflict and other situations of violence. Geneva Call's mission is to ensure that armed groups and de facto authorities respect International Humanitarian Law and basic humanitarian principles in the areas where they fight or they control.

Role:


  • The Legal and Policy Consultant will contribute to the development of Geneva Call's forthcoming Strategic Plan, policies, and tools related to operations and support internal capacitybuilding. S/he will also contribute to the implementation of Geneva Call's operations by providing thematic and legal expertise on issues related to international humanitarian law (IHL) and international human rights law (IHRL).
Based in Geneva and under the guidance of the Head of PPL, the position holder has the following key responsibilities:


  • Support the development of Geneva Call's forthcoming Strategic Plan through organizing consultations on key priority areas with GC field and HQ staff members and documenting recommendations;
  • Provide IHL/IHRL legal and policy support to Geneva Call's operations, programme implementation, and building organizational capacity for field staff.

Core responsibilities:


LEGAL AND PROGRAMMATIC SUPPORT:


Organizational Capacity

  • Coordinate consultations with GC field staff and key stakeholders to analyze major conflict trends and engagement strategies with AGDAs, determine humanitarian thematic priorities, and examine engagement tools for key stakeholders;
  • Document key recommendations and suggestions from field and HQ staff from the above consultations to feed into the development of the Strategic Plan.

Direct operational support

  • Support outreach and legal/policy activities for Geneva Call's thematic priorities and public activities, including by documenting such activities for monitoring purposes:
  • Support the organization of project activities
  • Develop and administer surveys for the participants of activities
  • Analyse and compile the survey answers for monitoring purposes
  • Provide legal expertise for Geneva Call's operations and support staff development and continuous learning in the implementation of the thematic projects under the guidance of the Head and Deputy Head of PPL by developing engagement packages (annotations and explanatory notes to the Deed of Commitments, training materials for diverse audiences at different levels, key messages, etc.) which mainstream and integrate gender, intersectionality and diversity.
  • Coordinate, compile and document the implementation of thematic projects led by PPL in field missions, including for monitoring and reporting purposes.

Transversal responsibilities:


Legal Analysis

  • Analyse key legal issues and provide substantive support to GC field staff, project staff, and other GC HQ staff as needed

Strategic Planning

  • Organize and document consultations with field staff and key stakeholders on thematics and tools for the Strategic Plan

Training and Learning

  • Develop training materials and provide legal support to field staff on GC thematic priorities

Thematic projects

  • Support substantive and reporting aspects of GC projects

Main qualifications:


Education and experience

  • Advanced university degree in a relevant field (international public law, political science, international relations, or related field); a specialization in IHL and IHRL; advanced legal studies in a relevant field is highly desirable;
  • At least 6 years of relevant professional experience, including legal and policy advice to humanitarian organizations or other organizations working in conflictaffected areas;
  • Significant experience in designing and implementing trainings in the humanitarian field for various audiences and different levels;
  • Relevant field experience is a significant asset;
  • Proven expertise in legal analysis and research.

Technical skills

  • Excellent writing and reporting skills;
  • Excellent command of English and French (both oral and written);
  • Proven excellent communication skills with ability to adapt to different audiences;
  • Ability to work under pressure and to handle multiple tasks simultaneously.

Languages

  • English and French are the working languages of the Organization, fluency in written and oral English and French are essential.
  • Knowledge of Russian, Arabic and Spanish are advantageous.

Personal skills

  • Demonstrated ability to work independently and with minimum supervision, and as a part of a multicultural team in a global structure providing support to colleagues in many field locations;
  • Demonstrated commitment to integrating gender, intersectional, and diversity considerations into all aspects of their work.
