Result of Service

The consultant is required to:

A:
Undertake some preparatory tasks in order to be able to support the 3 countries


Those tasks are:


i) to review key documents to be used in the context of the action plans, including the Checklist for the Legislator adopted by the twelfth meeting of the Conference of the Parties (document UNEP/CHW.12/9/Add.4, annex I), the guide on the development of legal frameworks adopted by the Conference of the Parties at its fourteenth meeting (UNEP/CHW.14/13/Add.2/Rev.

1, annex), the assessment reports and draft legislations prepared by other countries under the framework of their compliance action plan; any other materials, such as PowerPoint presentations developed in the context of previous action plans, and hold consultation with the international technical expert and national consultants;
ii) Prepare draft tables of contents for the assessment of countries' legal and institutional frameworks; taking into account the abovementioned key documents;
iii) Prepare draft model legislations to be considered by countries during the implementation of the activities related to the development of Basel Convention implementing legislation;

B1-3: Provide substantive inputs to the various iterations of the assessment of countries' legal and institutional frameworks, including possible gaps to fully implement the Basel Convention in order to enable compliance with the reporting obligations, using such tools as the Checklist for the Legislator adopted by the twelfth meeting of the Conference of the Parties (document UNEP/CHW.12/9/Add.4, annex I) and the guide on the development of legal frameworks adopted by the Conference of the Parties at its fourteenth meeting (UNEP/CHW.14/13/Add.2/Rev.1, annex) (activity A.2 of the agreements).

The assessment report (Word format) should be maximum 10 (ten) pages, excluding annexes;
C1-3: Provide substantive inputs to the first draft legal and institutional mechanisms/ measures to ensure the sustainability of the countries' compliance with its national reporting obligation for submission to relevant ministries for their consideration (activity B of the agreements);
D1-3: Provide substantive inputs to the second draft legal and institutional mechanisms/ measures for submission to the stakeholders for consideration at the awareness-raising and training workshop (activity B of the agreements);
E1-3: Provide methodological, strategic and technical inputs to the programme, presentations and other supporting materials of the two-day awareness-raising and training workshop to undertake consultations on the draft legal and institutional mechanisms/measures developed and participate in the workshop (activity D.1 of the agreements);
F1-3: Participate in the two-day awareness-raising and training workshop referred to in paragraph 4 above (activity D.1 of the agreements);
G1-3: Provide substantive inputs to the third draft legal and institutional mechanisms/ measures developed and submitted to stakeholders for endorsement at the evaluation meeting (activity B of the agreements);

H1-3: Provide substantive inputs to the development of the final draft legal and institutional mechanisms/measures to ensure the sustainability of the country's compliance, incorporating the feedback received from the stakeholders during the national evaluation meeting, for transmission to relevant entities responsible for consideration/adoption (activity F of the agreements).


The consultant shall undertake these activities in accordance with the timeframes indicated in the agreement and as may be further indicated by the Secretariat.

Responsibilities:


The Secretariat of the Basel, Rotterdam and Stockholm Conventions (BRS Secretariat) brings together the three leading multilateral environmental agreements that share the common objective of protecting human health and the environment from hazardous chemicals and wastes.


A consultant shall be retained to provide assistance to Saint Vincent and the Grenadines' Ministry of Tourism, Civil Aviation, Sustainable Development and Culture, to Sudan's Higher Council for Environment and Natural Resource (HCENR), to Niger's Ministry of Environment in undertaking the activities listed in the small-scale funding agreement ("agreement") signed respectively by Saint Vincent and the Grenadines (SSFA-SBC-2144), Sudan (SSFA-SBC-2141) and yet to be signed by Niger with UNEP/Secretariat of the Basel Convention.


The agreement aims at assisting Saint Vincent and the Grenadines, Sudan and Niger in the implementation of its compliance action plan, as approved by the Implementation and Compliance Committee in decision decisions CC-14/7, CC-14/8 and CC-14/17/Add.1 to resolve their implementation and compliance difficulties with their national reporting obligation under paragraph 3 of Article 13 of the Basel Convention.
