Context:


Médecins Sans Frontières (MSF) is an international independent medical-humanitarian organization which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflicts, without discrimination and irrespective of race, religion, creed or political affiliation.

The MSF movement is an international collaboration of 23 sections, five Operational Centres (OCs) and three Supply Centres worldwide.

The five OCs each manage a portfolio of field projects out of their offices in Amsterdam, Barcelona, Brussels, Geneva, and Paris.


Responsibilities:


  • To act as accountable focal point for the TIC and sponsor, coordinating the team and fulfilling reporting requirements: HR management, Budget holder (to be confirmed)
  • To support each OCs focal point ensuring that the general and adapted toolkits on algorithm creation are curated and disseminated to the right stakeholders in MSF
  • To support the OCs in ensuring that new eCDSS and new material are added into the MSFeCARE website/sharepoint and to maintain this platform
  • To support algorithm requesters (i.e. medical advisors) in using the development toolkit to develop their own eCDSS as autonomously as possible.
  • To support the algorithm focal point using the toolkit for the maintenance of clinical algorithms and in promoting the use of their eCDSS
  • To monitor and assess the transition phase and assess the new "business as usual" structure for 2024 onwards
  • To support the eCARE focal point in each OCs maintaining networks in eCDSS development with other relevant organisations, remaining active in the Geneva Digital Health HUB global community of practice for eCDSS development in low resource settings (if relevant).

Education_**- Master's Degree (or equivalent) in Digital Health, Epidemiology, or other relevant field in humanitarian setups

  • Medical Doctor or Global Health, Public Health degree

_ Experience_

  • Experience in Digital Health, Epidemiology, or other relevant field in humanitarian setups
  • Experience in clinical guidelines development or adaptation, including literature review, evidence synthesis and grading, expert consensus processes is required
  • Experience in setting up processes and methodologies for Digital Health interventions' design and scale up is an asset
  • Experience in Digital Health/eCDSS project coordination/management in humanitarian settings is an asset
  • Experience in designing digital health app solutions
  • MSF experience

_ Languages_

  • Excellent oral and written communication skills in English and French required.
  • Proficiency in another language is a plus.

_ Technical competencies_

  • Excellent overall understanding of Evidence-Based Medicine and Guidelines adaptation concepts, as well as electronic clinical decision support system (from the creation to the clinical protocol, digitalisation to maintenance of it)
  • Strong communication skills with a proven ability to explain digital health technical concepts in a simple, clear language appropriate to the audience, or in the form of guidelines, manuals and protocols.
  • Excellent interpersonal skills with the ability to interact culturally, linguistically, and diplomatically with diverse internal and external stakeholders involved in medical technologies, innovation and software development.
  • Comfortable managing in a flexible, changing and virtual environment, with the ability to be ready to adjust plans and direction in response to local feedback and the iterative nature of digital health projects.
  • Assist in the development of internal knowledge on digital health solutions through participation in presentations, trainings, producing papers and collaborating with the ehealth unit of each MSF OCs.
  • Ability to analyse medical and structural issues
  • Excellent writing and communication skills, including documentation and reporting
  • Ability to manage collaborative work with groups of clinical experts
  • Ability to conduct relevant data analysis

Terms of Employment:


  • Parttime position (50%)
  • Fixedterm contract: 12 months
  • Working place : Preference for the position to be based within one of the 5 OCs European HQ (Amsterdam, Barcelona, Brussels, Geneva or Paris). Other locations may be considered. There is a requirement to be available within European working hours
  • Ideal start date: May 202
  • Gross annual salary: according the salary grid of the MSF Hosting office
  • The outcome depends on local legal limitations (residency, work permit, etc.) and on the agreement with the MSF Hosting office
