Result of Service

  • Conduct country analyses from an economic and human rights perspective with regard to implementation of the Sustainable Development Goals (SDGs) and improving the level of respect for, and fulfillment of, economic, social and cultural rights (ESC rights). This includes but is not limited to human rightsbased budget analyses, studies on the impact of corruption and illicit financial flows on enjoyment of rights; review of fiscal policies with focus on disadvantaged groups, impact assessments of austerity measures, and of economic reforms in relation to inequalities;
  • Monitor (or assist in monitoring) economic realities, trends, and shifts to identify opportunities, challenges and risks of shocks and gaps in facilitating human rights implementation;
  • Collect and analyze quantitative and qualitative data to identify enjoyment of and retrogression in ESC rights in support of country efforts towards achieving the 2030 Agenda and monitoring and reporting on SDG targets and indicators;
  • Contribute analysis to national development plans, UN common country analyses and programming and related documents from a human rights perspective and make recommendations to facilitate the enjoyment of civil, cultural, economic, political, and social rights;
  • Facilitate (i) crossfertilization among OHCHR's country/regional presences and with partners by identifying entities who have already effectively worked in the areas of SDGs, ESC rights, income inequalities and prevention; (ii) develop and initiate pilot projects which will generate impact in the area of development and ESC rights from an economics and human rights perspective; and (ii) facilitate building of networks and partnerships between OHCHR country/regional presences and relevant national and international organisations and institutes/individuals in order to expand work related to economics and human rights;
  • Substantively support OHCHR colleagues as requested and necessary;
  • Contribute to OHCHR reporting
  • Draft inputs for official documents

Responsibilities:


  • Developing and implementing human rightsbased strategies to enhance sustainable and inclusive development through strengthened social protection systems and/or health and/or the respect, protection and fulfilment of other ESC rights; and
  • Advocating for the expansion of fiscal space and use of the maximum available resources for the progressive realisation of ESC rights and the fulfilment of the 2030 Agenda and its pledge to LNOB, including by investing in quality public services.
Qualifications/special skills

Advanced degree in political science, public administration, law or similar

  • Ability to link macroeconomic policies and practices with States' human rights obligations with the aim to identify measures and interventions towards 'transformative economies' at the national, local and community levels
  • Knowledge of, and experience with human rights and other relevant mechanisms and entry points, in particular with ICESCR, the 2030 Agenda, the Declaration on the Right to Development, budgeting for human rights, austerity measures, illicit financial flows, debt, sanctions, progressive taxation, supply chains, the mining sector, extraterritorial obligations
  • Ability to conduct independent research, build bridges across disciplines and identify operational ideas, solutions and programs
  • Ability to engage with neoclassical economists when required, on the value of human rights analyses
Languages
Fluency in English and French is required.
Knowledge of an addition UN official language is desireble
