The consultant will develop an evaluation of UNEP FI's structure and processes to improve effective delivery against the organization-wide strategy.

Through these services the Initiative will be able identify structural and process changes and develop an action plan for internal improvements to strengthen performance.

Responsibilities:

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.


The overall objective of the UNEP's Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive.

It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.


The United Nations Environment Programme Finance Initiative (UNEP FI) works with its network of more than 450 banks, insurers and investors to help shape the international sustainable finance agenda, setting global norms and contributing to changing the financial system.

Through its work-streams and regional activities, peer learning, methodology development, training and research, UNEP FI promotes sustainable finance and helps the financial industry align with and contribute to the Paris Agreement and Sustainable Development Goals.


UNEP FI supports the development and implementation of frameworks including the Principles for Responsible Banking (PRB), now committed to by more than 310 banks collectively holding USD 89 trillion in assets, representing almost half of global banking assets, and the Principles for Sustainable Insurance (PSI), established 2012 by UNEP FI and today applied by one-quarter of the world's insurers (25% of world premium).


UNEP FI requires an evaluation of its structure, systems and processes to ensure the organizational set up is fit for purpose to operate effectively as the Secretariat and UNEP FI membership grow.

UNEP FI needs a consultant to assist with an evaluation of its organizational set up.


The role includes the following:

  • Undertake interviews UNEP Finance Initiative Secretariat and Global Steering Committee to identify challenges, expectations and areas for improvement.
  • Conduct an HR structural review, assessing the pain-points of staff and consultants and identifying potential improvements.
  • Identify organizational barriers to scaling up operations effectively.
  • Evaluate UNEP FI's management and organizational structure in the context of delivering our four-year strategy, monitoring progress, and ensuring accountability.
  • Develop recommendations and action plan to support implementation.


The consultant will develop UNEP FI's recommendations for UNEP FI to adjust its organizational structure and processes to improve integrated delivery of its strategy across teams.

The consultant will provide assistance in the following tasks:

  • Undertake organizational survey and/or individual/group interviews of 10-15 staff and consultants and GSC members and provide diagnostic of what's working well, friction points, challenges and areas for improvement in UNEP FI's organizational development and effectiveness.
  • Evaluate UNEP FI's management and organizational structure in the context of delivering our four-year strategy, monitoring progress, and ensuring accountability.
  • Provide evaluation of effectiveness of management structure, operating model and accountability systems for execution of UNEP FI's strategic framework/goals.
  • Identify areas for improvement in decision-making, design of roles and interlinkages between structural elements.
  • Provide recommendations to improve working practices, effectiveness of management systems, structure and processes for decision-making.
Develop recommendations and action plan to support implementation, taking account of inputs of team leads, to strengthen UNEP FI in the following areas:
a.

Organizational structure and operating model to strengthen internal coordination and delivery against strategic objectives and scale up operations effectively while maintaining an entrepreneurial culture, flexibility and agility across teams.

b. Management structure, decision-making and monitoring processes to enable coherent growth in priority areas, based on best practice organizational analysis using recognised tools and
