Gavi, the Vaccine Alliance is a public-private partnership committed to saving children's lives and protecting people's health by increasing equitable use of vaccines in lower-income countries.

The Vaccine Alliance brings together implementing country and donor governments, the World Health Organisation, UNICEF, the World Bank, the vaccine industry, technical agencies, civil society, the Bill & Melinda Gates Foundation and other private sector partners.

Gavi uses innovative finance mechanisms, including co-financing by recipient countries, to secure sustainable funding and adequate supply of quality vaccines.

Since 2000, Gavi has contributed to the immunisation of more than 981 million children and the prevention of more than 16 million future deaths.


THE ROLE
Gavi's Middle Income Countries (MICs) Approach seeks to prevent and mitigate backsliding in vaccine coverage in former Gavi-eligible countries, and to drive the sustainable introductions of key missing vaccines in both former
- and select never
  • Gavi eligible middle income countries.
The MICs Approach seeks to achieve explicit outcomes, reflecting its clear focus on results. A Theory of Change sets out a path to achieving these outcomes and a comprehensive measurement framework will monitor progress and help understand the impact of investments. A learning agenda accompanies the MICs Approach, helping to inform its implementation and enabling any needed course correction.

The Programme Manager, Middle Income Countries, will lead on all learning, monitoring and measurement elements of the MICs Approach, including the Learning Agenda, Theory of Change and Measurement Framework.

They will play the lead role in ensuring the visibility and integration of this agenda into the implementation of the MICs Approach, working closely with colleagues leading on relationships with countries and partners.

They will also bring critical support to the team's work on operationalising and implementing the MICs Approach.

Main Duties/Responsibilities

  • Please note this is a

temporary role, until end December 2025 (up to 3 years depending on start date).

  • Leads the MICs learning agenda, identifying opportunities for learning against the learning questions, working with colleagues and partners to gather, collate, synthesise and analyse learnings;
  • Identifies gaps in knowledge where new learning products need to be commissioned, and supporting the roll out of such products;
  • Ensures that learnings are fed back into the MICs Approach operationalisation and implementation;
  • Promotes a culture of learning within the MICs Approach, ensuring colleagues both support and benefit from the work;
  • Manages the Comprehensive Measurement Framework against the MICs Approach theory of change, ensuring that data is collated and kept up to date, and ensuring all reporting on investments is aligned to the measurement framework;
  • Internal focal point for all aspects of learning, measurement and monitoring for the MICs Approach;
  • Supports the MICs Team on operationalisation and implementation of the MICs Approach, including taking a lead on engaging across the Secretariat on operational processes, developing internal and external communication materials, and maintaining excellent records to ensure capture of instutional knowledge;
  • Actively contributes to the innovative spirit of the MICs Approach, supporting finding new ways to support countries to achieve our shared objectives.

Work Experience

  • Essential:
  • Minimum 5 years of professional experience working in public health or international development; experience in public financing, immunisation programmes or health systems an asset;
  • Excellent experience of measurement, monitoring and learning; developing theories of change; developing new learning products; collating, analysing and synthesizing learning data; and ensuring that learning is used to inform and improve programme design and implementation.

Highly desirable:

  • Experience of producing high quality written products (powerpoint decks and word documents) for internal and external audiences, synthesizing complex technical issues into easily accessible reports;
  • Experience of working on issues relating to global access to vaccines and/or immunisation programmes in middle income countries.

Desirable:

  • Experience of working across teams to deliver on shared organisational objectives, including navigating organIsational processes especially when setting up new processes and ways of working;
  • Grant, project
- and/or programme-management experience;

  • Experience in bilateral and multilateral aid environments.
Skills/Competencies
