- Analyser, évaluer et concrétiser l'idée du projet et le cadre du mandat informatique (faisabilité, rentabilité et facteurs de succès)
- Gérer les demandes de projet et en définir les étapes de réalisation (structuration, analyse des dépendances, organisation et planification)
- Définir l'assurance qualité des projets et en exécuter les mesures
- Documenter les livrables et faire valider les mandats de projet, selon la méthodologie HERMES
- Conduire au niveau opérationnel les ressources informatiques affectées aux différents projets
- Mettre en œuvre les actions menant à la réussite effective des projets, respectivement les réaliser
- Accompagner la planification et la mise en œuvre des changements métiers, majeurs comme mineurs
- Assurer la communication envers la hiérarchie des informations relatives aux projets
- Assurer la qualité, la réception et la validation des résultats de projet
- Surveiller les coûts, les délais et la qualité des résultats (monitoring de projet)
- Rédiger les rapports nécessaires selon les directives en vigueur
- Formation supérieure achevée dans le domaine informatique - HES, universitaire, EPF ou ES - ou formation jugée équivalente
- Plus de 5 ans d'expérience professionnelle spécialisée en gestion de projet informatique, avec la réalisation d'au moins 1 projet d'envergure majeure
- Connaissances HERMES, si possible avec certification
- Connaissances méthodologie Scrum un avantage, avec certification un plus
- Expérience dans le domaine de l'éducation, un plus
- Expérience dans la rédaction d'appel d'offres public et dans la contractualisation de projet informatique
- Sens de la communication et forte orientation client, grande capacité d'interagir dans des environnements complexes et sens de la diplomatie
- Personnalité autonome, dotée d'une très bonne capacité d'analyse et de synthèse, avec une grande faculté d'adaptation et de résistance au stress
- Esprit d'équipe et sens de la loyauté
- Attrait pour la fonction publique
- Maîtrise de la langue française avec une excellente capacité rédactionnelle et de bonnes connaissances de l'anglais technique
- Connaissance de la deuxième langue officielle du canton de Fribourg est un avantage

Le SITel, c'est plus de 150 collaboratrices et collaborateurs au service de notre canton. La disponibilité, la sécurité et l'évolution des systèmes d'information de l'Etat et de tous ses partenaires sont de sa responsabilité.
La section Applications (APP) regroupe l'ensemble des prestations informatiques visant à répondre aux besoins en matière de logiciels pour les différents services bénéficiaires de l'Etat. De la mise en œuvre de nouvelles solutions en lien avec les exigences de la stratégie informatique à la gestion de projets répondant aux besoins des métiers, la section gère la maintenance des applications déployées ainsi que leurs évolutions, qu'elles soient adaptatives, correctives ou évolutives. La section Applications est organisée par secteurs, qui représentent les grands pôles métiers des différentes directions de l'Etat.

Vos missions
Nous recherchons un-e chef-fe de projet informatique (ICT Project Leader) pour renforcer le domaine de l'Education, qui sera organisé en centre de compétences au sein d'un secteur de la section Applications. La mission principale consistera à gérer divers projets applicatifs d'envergure, en collaboration avec le métier et les partenaires externes. La coordination du programme HAE - Harmonisation de l'Administration des Ecoles - fera partie intégrante des activités confiées à la personne recrutée.
