The Technical Advisor, Community Engagement supports the Global Fund's work to maximize community engagement in line with the Global Fund's Strategy.

They provide support, coordination, and technical guidance for the Global Fund's work on community engagement, working closely with the Senior Technical Advisor, Community Engagement.


This position entails extensive collaboration across the Secretariat to evolve operational policies and ensure successful implementation of the Global Fund Strategy's Mutually Reinforcing Contributory Objective Maximize engagement and Leadership of Most Affected Communities.

They coordinate across the Secretariat and with external partners to improve opportunities for, and quality of, meaningful and sustainable engagement and leadership of communities and civil society in Global Fundrelated processes at all levels.


Under the direction of the Senior Technical Advisor, Community Engagement, the Technical Advisor, Community Engagement, leads initiatives focused on community engagement, including oversight of implementation, monitoring and evaluation, collaborating across the Secretariat and with external partners, particularly in the area of technical support and capacity development for communities throughout the grant lifecycle.

As needed, they provide indepth expertise on community engagement to support the Grant Management Division (GMD) through the Technical Advisors, Investment Support to ensure impactful investment.


They represent the Global Fund in high level political and technical fora, and ensure liaison with community, civil society, government, technical and other partners.

Key Responsibilities
Perform the following duties under the prioritization, supervision, and direction of the Senior Technical Advisor, Community Engagement:

Technical leadership:
Provides strategic thinking and expert advice on the engagement of communities and civil society across all Global Fund related processes and policies; Liaises with the Country Coordinating Mechanism (CCM) Hub to ensure coordination and capacity development as it relates to community engagement. Community engagement related initiatives: Provides overall strategic vision and leadership for implementation of community engagementrelated initiatives. Investment support: As needed, provide indepth community engagement expertise to Technical Advisors, CRG Regional Investment Support, to provide support for community engagement across the grant life cycle. Reporting: Provides timely, accurate and concise reporting for monitoring evaluation and learning including: reporting and forecasts for any relevant catalytic investments; and key performance indicators on the Minimum Expectations for community engagement. Partnerships: Working in close collaboration with the Senior Technical Advisor, Community Engagement maintains and strengthens relationships with community and civil society stakeholders including key population networks and those living with and/or most impacted by the three diseases. Builds and sustains collaborative relationships between the Global Fund and multilateral partners, bilateral partners, governments, civil society, and community partners on community engagement, including representing the Global Fund in meetings related to community engagement at global and regional levels; Liaises with diverse partners to ensure strong and impactful support to reinforce capacities of affected community networks to engage more effectively in Global Fundrelated processes in countries and globally including managing partnerships with technical partners and donors. Coordination:
  • Coordinates expert advice from civil society and community organizations, including key and vulnerable population networks, and bilateral and multilateral partners. This includes managing the Community, Rights and Gender Advisory Group and the Youth Council.
Informs normative guidance and implementation tools, coordinate expert advice from civil society and community organizations, including key and vulnerable population networks, and bilateral and multilateral partners. Learning: Contributes to the development, evaluation and continual refinement of capacity building tools and trainings for Global Fund staff, consultants, and incountry partners on community engagement. Qualifications Essential:

Solid relevant experience.

Desirable:
Further related qualifications in community responses, key populations, human rights and/or gender.
