General Counsel:


The BIS seeks to appoint a General Counsel to oversee all aspects of the BIS's Legal Service, including advising the Board, Management and the business areas of the BIS on all legal matters relating to the Bank's activities.

The General Counsel leads the Legal Service and participates in the strategic planning and management of the Bank as a member of the Executive Committee, supporting the BIS's mission to underpin central banks' pursuit of monetary and financial stability through international cooperation and to serve as a bank for central banks.

Purpose of the job:


To provide appropriate advice on all legal matters relating to the Bank's activities to the Board, Management, Departments and Services of the Bank, in order for the Bank to act at all times with due respect for the rule of law; to develop appropriate legal structures to support the Bank's operations; to ensure the provision, from time to time and on an ad hoc basis, of legal research and assistance to the central banking community on issues of interest to the Bank and to central banks with a view to fostering international legal cooperation and promoting financial stability.


Principal accountabilities:


  • Provides legal advice and guidance at all levels of the Bank in all matters concerning the legal structure and texts governing the Bank, its staff, and the conduct of its operations, with due regard for the Bank's special status as an international organisation
  • Participates in the strategic planning and management of the Bank as a member of the Executive Committee (ExCo)
  • Manages and leads the staff of the Legal Service and ensures the close working relationship of the Legal Service with the Management, Departments and Services of the Bank
  • Provides legal advice and assistance in order to prevent and, when necessary, settle disputes and litigations involving the Bank by defending the Bank and, wappropriate, retains and directs outside counsel in this connection
  • Coordinates the support provided by the Legal Service as second line of defence to: 1° the management of legal risk across the organisation; and 2° jointly with Risk Management, the management of compliance risk for BIS banking activities
  • Establishes and/or maintains appropriate contact with public authorities and international institutions in Switzerland and in other countries regarding the status of the Bank and all legal matters relating to its activities and countries wthe BIS has a local presence.
  • Participates in the activities of committees and working groups and conducts legal research in areas of interest to the Bank and to the central banking community

Qualifications:


  • PhD or Master's degree in law
  • Extensive international experience at a high level of responsibility in legal issues relevant to the operations of central banks and/or international financial institutions
  • Good understanding of legal matters relating to banking transactions and international affairs
  • Fluency in English

  • Excellent interpersonal and communication skills
  • Excellent drafting skills in English

Work experience:


  • At least 10 years' experience as a senior attorney, preferably with a central bank and/or international financial institution in the public or private sector
