Result of Service

The consultancy will lead the implementation of:

  • The MSG Green Trade Project through the development of synergistic linkages between green trade promotion and national sustainable development strategies at national level and the strengthening of the MSG multistakeholder partnership at the regional level through support to the MSG Secretariat. In particular, the project will be implemented in close partnership with regional institutions, magnifying the positive effect of the project and ensuring efficient use of limited resources.
  • IMPACT through the NTM data collection and publication, close coordination with the project partners and support in the analytical work. The implementation of these activities will offer greater access to information through transparency to the countries affected.

Responsibilities:


UNCTAD implements:

  • The project on "green trade for sustainable development in Pacific SIDS of the Melanesian Spearhead Group (MSG)" (hereafter, the MSG Green Trade Project) under the 12th Tranche of UN Development Account. This project aims to increase the capacity of the four MSG countries
  • Fiji, Papua New Guinea, Solomon Islands and Vanuatu to identify and strengthen synergistic linkages between green trade promotion and their sustainable development in a regionally collaborative manner.
  • The "Improving Pacific Islands Customs and Trade" (IMPACT) project which is a component of the 'Pacific Regional Integration Support' Programme (PRISE) funded by the European Commission under the 11th cycle of the European Development Fund. PRISE aims to supports greater economic integration between the countries of the Pacific and the global economy. The outcome of impact is to improve trade facilitation and border/customs procedures and covers 15 countries in the Pacific. The project is implemented in close cooperation with the Pacific Island Forum Secretariat (PIFS), the Pacific Community (SPC), the Oceania Customs Organisations (OCO) and the Melanesian Spearhead Group (MSG).

RESPONSIBILITY:


From Geneva, the Trade expert and regional coordinator (hereafter the consultant) will pursue the implementation of the MSG Green Trade and IMPACT projects in the Pacific.

Under the direct supervision of UNCTAD and in close collaboration with the MSG Secretariat and other Pacific regional organisations, the consultant will be responsible for:

Pursue the implementation of the MSG Green Trade Project:


  • Contribute to the development of the national matrix of synergistic linkages for each MSG country and support the establishment of a regional matrix based on the results of the national matrices.
  • Conduct some analytical work to propose, in close collaboration with UNCTAD and the MSG Secretariat, a regional action plan.
  • Organize two (2) regional workshops. The first one to launch the regional action plan work flow and the second to validate and get national endorsement for a regional way forward.
  • Guide national consultants in each MSG country and in Geneva working on the project. Offer support, advise and ensure the quality of the work provided.
  • Finalize and ensure sharing of all the projects final documents for the national activities, these include Export guide, national VSS assessment reports and NTM data collected.
  • Conduct communication and outreach activities including presenting the project in other institutions' workshops, forums, etc. and publishing reports, news items, etc. for websites and social media of UNCTAD and partner institutions.
  • Monitor progress on the MSG Green Trade project and other institutions' initiatives and activities in the Pacific.
  • Report to UNCTAD regularly inclusive of the elements relating to the logical framework and monitoring plan.

Support the implementation of IMPACT:

  • Coordinate and implement the joint activities of IMPACT, particularly (1) the joint national workshops in the MSG countries, Samoa, Timor-Leste and Tonga and the (2) MSG regional workshop with SPC.
  • Organise a training and help setup the WTO notification tool in the four (4) MSG countries, Samoa, Timor-Leste and Tonga.
  • Conduct, with the national consultants, the nontariff measures (NTM) data collection and support the specialist in Geneva to publish the data.
  • Coordinate, liaise and inform the project partners the European Union Delegation, SPC, PIFS of the projects progresses and stay aware of possible synergies with other regional partners.
  • Support and contribute to analytical work in the framework of IMPACT.
Qualifications/special skills

An advanced degree (Master's level or equivalent) in Trade, Economics, Finance, Development, Public Policy, or related field.

At least 5 years of professional experience required in public or private sector linked to business or public administration, project coordination, project management, trade and economic affairs.
