Organizational Context
- a.

Organizational Setting

  • The post is located in the Copyright Management Division (CMD) of the Copyright and Creative Industries Sector (CCIS). CMD proposes policy objectives, designs and executes programs and activities for the establishment, and strengthening of copyright management systems. Working closely with Governments, professional organizations and other stakeholders, the Division provides advisory services, technical assistance and IT solutions. The Division also leads and implements publicprivate partnerships, including WIPO for Creators and the Accessible Books Consortium.

Purpose Statement

  • The main role of the incumbent is to lead the Division's rights management work, including the planning and execution of advisory and technical assistance programs. The incumbent also contributes to the other projects in crosscutting collaboration with other CMD colleagues, the DDG's Office, other divisions in the Sector, as well as other units of the Organization.

Reporting Lines

  • The incumbent works under the supervision of the Director, CMD.

2.
Duties and Responsibilities

  • The incumbent will perform the following principal duties:

a.
***Lead on the formulation and implementation of WIPO's copyright and related rights management programs and initiatives, including legal advice and technical assistance;


b.
***Develop outreach activities and entertain excellent relations with Member States, inter-governmental organizations and stakeholders;


c.
***Analyze copyright management and infrastructure-related legal, licensing and data frameworks, and provide advice to the Director, CMD, and inform the DDG, CCIS of new developments in this area;


d.
***Act as the WIPO for Creators content lead and coordinate the development and review of the platform's content;


e.
***Provide advice to and collaborate with CMD's team in charge of WIPO Connect, WIPO's IT solution for CMOs;


f.
***Lead on the organization of copyright and related rights management and infrastructure events, including conferences and webinars;


g.
***Lead on WIPO's legislative and regulatory advice to Member States in the field of collective management of copyright and related rights, in close cooperation with the Copyright Law Division;


h.
***Research, commission and prepare legal analyses, studies, reports, correspondence, publications and other documentation in the relevant fields;


i.
***Provide input on CMD's programmatic, workforce and financial planning in line with results-based management principles; manage rights management workplan and budgetary resources;


j.
***Liaise with colleagues within the Sector as well as horizontally across the Organization on matters related to rights management;


k. Supervise CMD's rights management team, currently consisting of the Program Officer and Associate Legal Officer, as well as a broad network of consultants;


l. Perform other related duties as required.

Requirements

Education (Essential)

  • Advanced university degree in law or a related field. A relevant firstlevel university degree plus two years of additional experience may be accepted in lieu of an advanced university degree.

Education (Desirable)

  • Specialization in copyright law.

Experience (Essential)

  • At least seven years of relevant professional experience, including in copyright or related rights management at the national and international levels.
  • Experience in project management.

Experience (Desirable)

  • Experience working in a creative industry company's copyright or related rights licensing team, a CMO, a CMO international umbrella federation or similar organization involved in copyright management.
  • Experience with and understanding of resultsbased management.

Language (Essential)

  • Excellent knowledge of English.

Language (Desirable)

  • Knowledge of French and other UN official languages.
