As a key member of the Health Finance Department and under supervision of the Head, Health Finance Department, the Advisor, Health Financing and Risk Management leads the Health Finance Departments' risk management efforts and further provides high quality catalytic technical support and strategic thinking as a technical advisor for key health financing thematic areas.

The incumbent fosters strong collaboration between the Health Finance Department, the Risk Department and other Secretariat teams, in particular the Grant Management Division (GMD), to strengthen way the Global Fund identifies, addresses, and works to mitigate health finance related risks.

In addition to working with the Health Finance Department leadership, the incumbent will work closely with and under the strategic guidance of the Head, Country Risk Management in optimizing the existing Global Fund risk management processes, to embed health finance considerations into grant operations and build capacity for systematic assessment and roll out of HF risk framework for New Funding Model 4 (NFM4) grants.

In coordination with Health Finance specialists, Risk specialists, Country Teams (CTs), and other relevant technical teams, They will facilitate and support identification, monitoring and mitigation of risks related to co-financing, transition, sustainability, Value for Money (VFM), and innovative financing transactions.

They will be responsible for the support roll-out of independent risk assessments for blended finance transactions, supporting establishment of process for review of Payment for Results (PfR) grants, leading and coordinating health financing risk reviews, and facilitation of knowledge management approaches for health financing risk management, including developing material and serving as a lead trainer for related capacity building sessions.

The incumbent will also coordinate closely with 1st line functions, including Grant Management Country Teams and Regional Managers and Senior/ Fund Portfolio Managers (in coordination with Managers of Health Finance Country support team) and with Risk specialists to create synergies and ensure linkages between country level and corporate risk management initiatives.

Under supervision of the Head, Health Finance and working closely with other members of the Health Finance Department, Deputy Head, Health Finance and Senior Manager, Governance and Operations, and Health Finance Country support team, the incumbent will be the primary point of contact for risk management related to domestic financing, transition and innovative finance projects and will strategically advise to ensure the risk lens informs decision-making early-on in the grant cycle, with possibility to mitigate by design rather than reactive management.

The person in this role will combine a deep understanding of health financing and risk management existing at the Global Fund.

Key Responsibilities- Lead the development and implementation of a risk framework and accompanying guidance and operationalization tools for health finance (that encompasses thematic areas related to domestic financing, and VFM - financial sustainability and efficiency) embedded within the overarching objectives of sustainability and transition, aligned to organizational approach to risk management and the Integrated Risk Management (IRM) tool.- Work with Health Finance departmental managers, Risk Department, and other relevant stakeholders and advise on the integration of health financing risk management within departmental and organizational processes.- Set the strategic direction for management of Health Finance related risks and collaboration, provide guidance and input on key deliverables, overseeing prioritization and completion of deliverables in line with HF Department and organizational objectives- Build collaborative and effective relationships with key internal and external stakeholders, particularly the Heath Finance Managers in the Health Finance Department, Head, Country risk management, Manager, Enterprise Risk and Risk specialists in the Risk Department, Global Fund country teams (including FPMs),Manager, Health and Blended Finance and the Head, Health Finance.- Oversee implementation of agreed Risk Framework for Health Finance related risks to strengthen 2nd line oversight of these risks in collaboration with grant management, the Country Support and Sustainability, Transition and Co-Financing (STC) Team in the Health Finance Department, Risk Department, and other internal stakeholders.- Coordinate closely with 1st line functions, including Grant Management Country Teams and Fund Portfolio Managers (in coordination with Senior Health Finance Specialists and CT focal points within the Health Finance Department) and with Risk specialists to create synergies and ensure linkages between country level and corporate risk management initiatives.
