As a Data Architect, you will define IOC organisation data standards and principals, Design, construct and further develop the data architecture for the IOC, Design concepts that make the flow of data in the IOC as efficient as possible, Support the classification and establishment of data governance across IOC, Develop specifications for data quality and Support the development of secure storage concepts


Main responsibilities

Key Deliverables:


  • Develop and maintain the IOC's Data Enterprise Architecture in conjunction with the Department of Technology and Information (DTI), who hold overall responsibility for governance and control of all IT systems and services. Promote data architecture to ensure there is a business wide awareness of the importance of data architecture in relation to assets and business benefits to a good data architecture foundation.
  • Collaborate closely with IKL and business solutions delivery team for activities around data management, data integration and query by 3rd party systems
  • Responsible to build and manage the data enterprise architecture organization wide for the IOC
  • Responsible for ensuring data asset classification in line with the IOC Information security manager
  • Develop and deliver the IOC wide data strategy working collaboratively with OCS/OBS to ensure data integrity are maintained for a single source of truth
  • Develop, document and maintain IOC policies and procedure in relation to data management, data query and integration
  • Develop, explain and manage relevant lines within the DTI budget where investments in technology and or skills are required to maintain integrity, and availability of IOC business data assets
  • Ensure risk management activities are delivered and maintained for IOC data assets so that risks are identified, and appropriate mitigation actions can be applied
  • Ensure IOC organisation data enterprise architecture is in line with business requirements and DTI long term vision
  • Works with the DTI cyber security team and information security manager to ensure all IOC data is classified and appropriate access controls and data flows are managed to best practices to help prevent unauthorised data disclosure

Training & Awareness:


  • Define and deliver an IOCwide data management best practice program.
  • Support the DTI technology strategy and its representation to the IOC management teams
  • Provide data classification awareness training in collaboration IOC Information Security Manager

Consulting & Advice/Assurance:


  • Ensure a good relationship between IOC and cross departments in respect to governance is achieved encompassing both IOC administration, digital strategy and OBS/OCS
  • Support from an Information Security perspective activities to capture and document the types and data and their classifications IOC departments are handling and processing to support the IOC Data Protection Officer (DPO)
  • When required, engage with OCOG and other 3rd parties to assist in assurance exercises in relation to data flows and data management

Our requirements

  • University graduate or equivalent
  • 3+ years in a corporate data architect or similar role.
  • Must have strong written and verbal skills and be comfortable presenting initiatives to senior leadership.
  • Experience with major data and analytics platforms; i.e. Salesforce CDP, MuleSoft, MS SQL and Power BI for data visualisation
  • Define the data architecture framework, standards, and principlesincluding the security framework.
  • Define data flows (i.e., which parts of the organization generate data, which require data to function, how data flows should be managed
  • English or French fluency, with excellent writing and speaking of the other language.
  • Excellent command of the corporate tools and ability to follow the internal user rules (Outlook, etc.).
  • Ability to implement common data management and reporting technologies including basics of columnar and NoSQL databases
  • Define and design the integrations, databases, and data warehouses for the organisation
  • Ability to create data visualisation of unstructured data and predictive analytics
  • Data mining, visualisation and machine learning skills
  • Maintain a corporate repository of all data architecture blueprints and artifacts.
  • Experience in using data modelling tools such as ERWin, Enterprise Architect and Visio
  • Experience with cloud platforms such as Azure, AWS and Alicloud
  • Ideally certified Data Management professional (CDMP)
  • Ideal TOCOG certification
  • Experience of operating with a high level of autonomy and the ability to manage others to ensure delivery to agreed timescales.
