Job Summary


The CQ Area Owner is responsible to support the PDP Lead for planning, preparation, coordination and leading a CQ team from documentation preparation through FAT, CM oversight, MC, integrated CQ execution and successful handover to the Client USER team.

The scope of CQ activities relates to Facility, Utilities, Process and Process Support Equipment.


Aside to delivering in line with the Client C+Q requirements, the CQ Area Owner will ensure that overall Baseline Schedule, Compliance, Quality and HSE objectives are achieved in line with Project expectations.

The CQ Area Owner will report to the CQ Lead and will take the lead and responsibility for their area w

rt:

  • Oversight on DOC Preparation
  • Execution Readiness
  • Organising, including hands on, day to day execution activities including CQ Engineers, Client Ops/BPEs, Vendors, EMR, Calibrations and Process Tech and Automation teams
  • EHS matters relating to Start up including implementation of Client PTW and LOTOTO procedures. The LOTOTO team is expected to be provide by Client and should work in collaboration with CQ Area Owners and CQ Engineers
  • Liaise with CQV Services who is be responsible for Prep and execution of HVAC/CRs and black Utilities and deisolation of Black Utilities

Main responsibilities
General coordination in conjunction with Client and PDP Team for assigned area:

  • Support development of an overall level 4 CQ plan in conjunction with the Client project scheduler
  • HSE and Safe Start-Up including PTW and LOTO
  • Coordination of CQ execution activities in conjunction Client OPS/BPEs, Vendors, CQ Area Owners and CQ Engineers
  • MC, P+ID Walk down and Punch item Categorisation
  • CQ Execution
  • Change Management during Execution Phase
  • Punch List Management
  • Vendor Management
  • Reviewing CQ test plans and specifications prior to their approvals
  • Management and Filing of CQV related documentation
  • System and Area Handover
Main responsibilities and tasks relating to CQV documentation include but are not limited to:

  • Support Doc Pre team where applicable
  • Coordinate gap assessment between project w.r.t Eng and CQ LifeCycle documentation
  • Coordinating development and approvals with the Client lead, Construction QA lead, and with other disciplines including Vendors, Automation, E+I, and USER etc.
  • Developing positive working relationship with team members and USER groups
  • Ensuring adherence to schedule, resource hours and quality of documentation

Execution Readiness:

  • FAT coordination as requested
  • CQ Team development and resource and allocation
  • Monitoring and coordinate MC readiness
  • CQ documentation readiness
  • Monitoring and coordinate Automation readiness
  • Monitor and coordinate SUT installation in conjunction with OPS/BPEs
  • Calibration readiness including test equipment and resourcing
  • HSE Plans, System PSSRs and LOTO device readiness
  • Vendor notification of SAT dates per CQ Schedule
  • Materials, consumables, spares, first fill available in stores
  • Ensuring the fulfilment of the general prerequisites, needed to start with CQV execution

CQV Execution:

  • Ensure daily multidisciplinary CQV, Eng, CM and USER coordination meetings are established
  • HSE matters in conjunction with project HSE Lead
  • MC acceptance
  • Manage CQ execution activities in conjunction with the CQ Lead
  • Tracking of changes, punch items and deficiencies
  • Reviewing first of type CQ test reports prior to their approvals
  • Assisting with system handover to production
  • PQ and PPQ support where necessary (not included in current scope)

Project Controls:

  • Provide update to CQ Lead w.r.t progress relating to CQ schedule
  • Attend daily coordination meetings
Key Performance Indicators

  • Management: Compliance with a schedule at a system and area level with the planned resource levels
  • CQ Expertise: Strong knowledge and experience of Process Commissioning and Qualification.
  • Feedback from customer (i.e. Quality, HSE, operations)
  • Safety: No lost time accidents or incidents
  • Quality: wellexecuted testing with minimum rework and reexecution.
  • Quality: all deviations resolved to Client satisfaction and handover completed for all systems.
