This position is located in the Finance and Budget Section (FBS), in the Programme Support and Management Services (PSMS), at the Office of the High Commissioner for Human Rights (OHCHR), Geneva.

The incumbent will operate under the overall guidance of the Chief of Finance and Budget Section and direct supervision of the Finance Officer.


Responsibilities:

Within delegated authority, the Finance and Budget Assistant will be responsible for the following duties:


  • Budget:
  • Provides support with respect to the review, analyses and preparation of the mediumterm plan and its revisions.
  • Prepares supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and nonstaff requirements.
  • Assists managers in the elaboration of resource requirements for budget submissions.
  • Undertakes research and provides support to higher level Finance & Budget Officers with respect to budget reviews of relevant intergovernmental and expert bodies.
  • Monitors expenditures and compares with approved budget; prepares adjustments as necessary.
  • Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds.
  • Assists in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
  • Monitors integrity of various financial databases.
  • Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.
  • Coordinates with other finance and budget staff on related issues during preparation of budget reports.
  • Periodic reconciliation of accounts and preparation of financial reports to donors etc.
  • Prepare requests, to the Section Chief for budget releases and redeployment of funds, under the delegated authority, and to UNOG on movement of funds through journal vouchers.
  • Record in Umoja transactions related to budget revisions, direct disbursements and obligating documents (fund commitments).
  • Review the monthly UNDP Interoffice Vouchers and other monthly financial reports related to HQ and field presences to ensure validity, accuracy and compliance with UNFRR prior to the upload in Umoja.
  • Review data on monthly staffing for HQ and field presences.
  • Process funds distribution to various extrabudgetary projects in Umoja.
  • General:
  • Files and archives as required.
  • Keeps uptodate on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
  • Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters.
  • Maintain and keep uptodate files.
  • May be responsible for providing guidance, training and daily supervision to other general service staff in the area of responsibility.
  • Performs other related duties, as assigned.

Education
High school diploma or equivalent is required.

Work Experience
A minimum of seven (7) years of experience in finance, budget, accounting, administrative services or related area is required.


Out of the seven (7) years, at least four (4) years of experience in the United Nations Common System or similar international organization, is desirable.

Experience in using ERP systems such as Umoja is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the posts advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
