Duties and Qualifications Associate Head of Global Communications Service Organizational Setting and Work Relationships The Associate Head of Global Communications Service (GCS) plays a pivotal role in how UNHCR protects people forced to flee and the stateless. The incumbent directly reports to the Head of Service and supervises different teams, units and organizational entities, including the New York based Global Communication Desk, the Nairobi based Regional Hub, and the Events Unit. The incumbent is responsible for a wide range of strategic, operational and managerial communication issues and leads on managing relations with a network of external engagement colleagues in seven regional bureaux, thus must possess a holistic view of communications, a thorough understanding of its protective role and power to drive external engagement and fundraising. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR''s core values of professionalism, integrity and respect for diversity. Duties Supporting the supervisor on all relevant communication and management issues. Engage with and maintain close contact with key stakeholders for the purpose of providing timely and expert advice as well as support in meeting corporate priorities and complying with policies and standards. Develop networks and communicate effectively to ensure adequate understanding, visibility and access to topics of UNHCR''s interests at the relevant levels. Cultivate and maintain effective collaboration with partners and key stakeholders on relevant matters, topics of interests, mobilizing support and buy-in where necessary and appropriate for internal and external audiences. Lead, where appropriate, and contribute to the review, update and development of global policy, standards, planning and guidance on communications in cooperation with relevant stakeholders including the Regional Bureaux and their External Engagement pillars. Expand and invest in strategic partnerships at relevant levels. Stay abreast of developments within the AoR at relevant levels to inform work on policy development and advice. Collaborate with stakeholders on UNHCR''s engagement in situations of corporate interest, protecting people forced to flee and the stateless. Lead integrated communications planning with relevant stakeholders. Supervise and coach staff and organizational entities under the direct supervision, including diverse teams, units and entities like the, Brand and the Events Team, the New York based Global Communications Hub and the Nairobi based Regional Hub, enabling access to learning and career development opportunities. Lead and coordinate the review, update and dissemination (including outreach and visibility) of relevant messages. Co-lead the analytics team, which produces a broad array of strategic and tactical reports to drive and support communications as well as managing and reporting on the GCS KPI framework. Engage with and maintain close collaboration with the Global Learning and Development Center for the purpose of providing input and contributing to the setting of priorities for internal and external capacity development. Represent DER in internal and external meetings on issues of UNHCR''s engagement. Perform other related duties as required. Minimum Qualifications Education & Professional Work Experience Years of Experience / Degree Level For P5 - 12 years relevant experience with Undergraduate degree; or 11 years relevant experience with Graduate degree; or 10 years relevant experience with Doctorate degree Field(s) of Education Social Sciences; International Relations; Communications; Journalism; Public Administration; or other relevant field.
