Context:


Médecins Sans Frontières (MSF) is an international independent medical-humanitarian organization which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflicts, without discrimination and irrespective of race, religion, creed or political affiliation.

The MSF movement is an international collaboration of 23 sections, five Operational Centres (OCs) and three Supply Centres worldwide.

The five OCs each manage a portfolio of field projects out of their offices in Amsterdam, Barcelona, Brussels, Geneva, and Paris.


Responsibilities:


  • To act as accountable focal point for the TIC and sponsor, coordinating the team and fulfilling reporting requirements: HR management, Budget holder (to be confirmed)
  • Coordination and functional management of MSFeCARE flying implementers

Application management:


  • To support each OCs eCARE focal point in the use and adaptation of the toolkit designed for implementation
  • To support the OCs in ensuring that new eCDSS and new material are added into the MSFeCARE website/sharepoint and to maintain this platform
  • To support each OCs eCARE focal point in ensuring that the general and adapted toolkits on eCDSS implementation are curated and disseminated to the right stakeholders in MSF
  • To support cells and field missions and other stakeholders so they make an informed decision to deploy a given eCDSS and if requested coach them in using the toolkit during all the implementation phases

Traversal Duties:


  • Monitor and assess the transition phase and assess the new "business as usual" structure for 2024 onwards

Education_**- Bachelor's or Master's in Public Health or Management or related field

  • Public Health / International / Epidemiological health degree is an asset

_ Experience_

  • Field and/or HQ experience with MSF (strongly preferred) or humanitarian medical organisation
  • Knowledge of recent developments in the field of humanitarian relief, international public health and paediatrics primary care
  • Multidisciplinary and distributed team management for at least 3 years

_Languages_

  • Excellent oral and written communication skills in English and French required.
  • Proficiency in another language is a plus.

_ Technical competencies_

  • Excellent overall understanding of Evidence-Based Medicine and Guidelines adaptation concepts, as well as electronic clinical decision support system (mainly regarding the deployment in the field)
  • Strong communication skills with a proven ability to explain digital health technical concepts in a simple, clear language appropriate to the audience, or in the form of guidelines, manuals and protocols.
  • Excellent interpersonal skills with the ability to interact culturally, linguistically, and diplomatically with diverse internal and external stakeholders involved in medical technologies, innovation and software development.
  • Comfortable managing in a flexible, changing and virtual environment, with the ability to be ready to adjust plans and direction in response to local feedback and the iterative nature of digital health projects.
  • Assist in the development of internal knowledge on digital health solutions through participation in presentations, trainings, producing papers and collaborating with the ehealth unit/operational cells and medical department of each MSF OCs.
  • Ability to analyse medical and structural issues
  • Excellent writing and communication skills, including documentation and reporting
  • Ability to manage collaborative work with groups of clinical expertsAbility to conduct relevant data analysis

Terms of Employment:


  • Parttime position (75%)
  • Fixedterm contract: 12 months
  • Working place : Preference for the position to be based within one of the 5 OCs European HQ (Amsterdam, Barcelona, Brussels, Geneva or Paris). Other locations may be considered. There is a requirement to be available within European working hours
  • Ideal start date: May 202
  • Gross annual salary: according the salary grid of the MSF Hosting office
  • The outcome depends on local legal limitations (residency, work permit, etc.) and on the agreement with the MSF Hosting office
