The role contributes to the main function of the Governance Team in the Legal and Governance Department to advise and support the effective delivery of the work of the Global Fund governance bodies and processes.

This position reports to the Deputy Head, Governance and contributes to the achievement of the Department's vision to support strategic and informed decision making by the Board and Committees of the Global Fund.


The Lead, Governance Operations and Advisory will supervise a sub-team of Governance Officers and Governance Support Officers within the Governance Team under the guidance of the Deputy Head, Governance.


This position will be the lead post for management of Board operations and Standing Committees as assigned, and will also lead or support, as needed, allocated governance workstreams aimed at continuous improvement of Global Fund governance.


The position requires effective understanding of governance priorities, processes and procedures, project management, communication skills, strong drafting skills, relationship management, diplomacy and tact, as well as sensitivity to operating and governance environments.

The position involves engaging directly with governance officials and external partners (Board and Committee Leadership, Members, constituencies, governments and partners) as well as the Management Executive Committee.

Key Responsibilities

Line Management:

supervise a motivated and engaged sub-team of professional and support staff within the Governance Team, overseeing and driving performance, professional development, and delivery against objectives.


Board and committees:
drive activities to coordinate and support the effective delivery of Board, Standing Committees, and other governance meetings, intersessional activities, and core processes, including:

  • Lead and advise on the strategic programming, planning and effective delivery of Board and/or Standing Committee activities, in alignment with Global Fund Strategic Objectives, institutional priorities and six core functions of the Board, including work planning, agenda setting, liaison with governance body leaders and internal Secretariat teams, and drafting of briefings and reports.
  • Ensure Board, Committee and other governance meetings (e.g Partnership Forums, Retreats) as assigned are coordinated, managed and delivered effectively and efficiently.
  • Oversee the effective functioning of the Standing Committees as assigned, including overseeing the work of Governance Officers and Governance Support Officers to ensure effective multiyear work planning, agenda setting, full endtoend management of the Committees, timely distribution of minutes and maintenance of other key records for compliance and tracking purposes.
  • Collaborate to identify, monitor and track key strategic issues for Board, Coordinating Group and Committee attention, including monitoring of constituency positions.
  • Prepare for and oversee implementation of Committee selection processes and governance onboardings.
  • Collaborate to ensure the effective communication of governance matters across the Secretariat and to governance bodies.
  • Collaborate to ensure efficient and effective formal and informal reporting to Board and Committees, including coordination, drafting and review of Board and Committee documents, preparation of associated communication materials, and management of review and approval processes.
  • Provide advice to Secretariat management and leaders of governance bodies.
  • Prepare and present materials on governancerelated issues to the Standing Committees, constituencies or internal stakeholders.
  • Oversee activities for operational efficiency and the retention of institutional memory, including development of appropriate tools, dashboards and systems.
  • Advise on protocol matters relating to engagement with countries and government representatives. Where governance meetings are held outside of Geneva, lead on engagement with host countries including high level government officials, in collaboration with the Deputy Head, Governance
Work planning, budget and corporate compliance

  • In collaboration with the Deputy and LGD front office:
  • Serve as the focal point to develop and maintain a work plan for the Governance Team, to facilitate the effective implementation, oversight and monitoring of all governance related activities.
  • Serve as focal point on the budget process including budget planning, monitoring, reforecasting and reporting.
  • Coordinate corporate compliance and reporting activities, including the Performance and Accountability Framework, Risk Register, etc. Ensure that all deadlines are met
Support to Board Constituencies

  • Support individual constituencies as assigned, to provide advisory and operational support to enable them to effectively engage in governance activities within the resources available.
Advisory and representational role

  • Provide support to the Deputy Head, Governance, for the effective resolution
