I am an ICA and ACAMS-CGSS Certified Global Sanctions Specialist with 16 years banking experience that includes >12 years in Financial Crime Compliance with a focus on sanctions risk management. I most recently held a high profile position in Macquarie Bank Limited’s Global Sanctions Team, taking the Asia Pacific advisory lead role whilst also also being the firm’s Name Screening control lead. I collaborated with the Global Sanctions team to develop and enhance Macquarie’s standards and procedures in line with risk appetite. I was HSBC’s key Sanctions resource for both the Philippines and Singapore offices during the US Monitor reviews throughout 2015-2018 in the context of the US DOJ’s Deferred Prosecution Agreement, whilst rolling out HSBC’s Global Standards Initiative and performing BAU 2nd line of defence obligations. I had a significant sanctions name and payment screening operations leadership role in Australia New Zealand Bank’s Manila Global Services Centre that contributed to my well-rounded experience in the management and oversight of global financial firms’ sanctions control frameworks to a high standard. These were achieved whilst consistently maintaining excellent working relationships with colleagues and stakeholders, which has been a constant source of positive feedback throughout my career.

Global Sanctions Senior Manager, Risk Management Group
Key member of the Global Sanctions Team, Regional Sanctions Lead for Asia Pacific, and Sanctions Lead for the Name Screening control programme. Key responsibilities included management and maintenance of Macquarie’s global sanctions framework (including policies, procedures, guidance and risk appetite), assurance and testing of Financial Crime Risk-owned sanctions controls, oversight of sanctions screening controls, and providing sanctions advice on clients, transactions and the impact of new sanctions.
- Provided advisory services to the LOBs re Sanctions compliance, collaborating on mitigation controls for identified risks, and implementing strategic solutions as appropriate. Collaborated with the Regional FCR Advisory teams in line with the Advise the Advisor model to equip and strengthen sanctions capabilities.

- Supported and facilitated a strategic coordination and implementation of an effective Sanctions controls framework, including Sanctions screening, investigations, risk exposure reviews, etc.
- Ensured that exposure to regulatory and reputational risks is managed, in a commercially sensitive, practical and cost effective manner.
- Management of required remedial action of all material FCC Sanctions issues that arise to ensure effective implementation, through internal and external Audit.
- Supported the development and delivery of training on Sanction risks for all business products and services.
- Reported management information, breaches, significant issues and FCC developments to relevant stakeholders.
- Enhanced existing Sanctions List Management governance processes which clarified different stakeholder responsibilities and regular oversight processes.
- Instrumental in formalising the Name Screening governance forum. Collaborated with the Corporate Operations Group to enhance the incumbent Name Screening system and improve screening effectiveness and efficiency.
- Development of the Prohibited Facilitation Test, akin to customer entity-level Sanctions risk exposure review and application of risk appetite considerations.

Responsible for the implementation of the risk management framework in Singapore and Philippines relating to Trade, Economic and Financial Sanctions (including sanctions programs administered by the U.S. Office of Foreign Assets Control, United Nations, European Union and HM Treasury’s Financial Sanctions, as well as local regulatory requirements of the Central Bank of the Philippines and the Monetary Authority of Singapore (collectively referred to herein as “Sanctions”), in order to meet legislative and regulatory requirements, which include, but are not limited to, the following functions:

- Sanctions lead in assisting the investigations, interviews, and remedial actions from the US Monitor in line with HSBC’s Deferred Prosecution Agreement for both Philippines and Singapore.
- Sanctions point person in both Philippines and Singapore to the outsourcing of screening processes to the Global Service Centres and Sanctions Centres of Excellence as part of global standards initiatives. This required strong collaboration and effective processes, training, and continuous oversight.
- Identified significant process improvement opportunities within the LOBs such as streamlining of duplicated controls and automation of manual solutions.
- Designed, customised and conducted trainings to the 1st and 2nd line of defence, in accordance to the needs and latest policy developments. Delivered the 2021 Sanctions Officer training to the country sanctions officers and Regional Teams.

- Operational Management of all investigative processes associated with Sanctions Compliance Operations including SWIFT Message Filtering, Pre-Employment Screening and NameSearch functions using PRIME for compliance with Group Economic and Trade Sanctions Policy (ETS Policy) and with domestic and international regulatory bodies.
- Manages a team of 24 FTEs in Manila including Production Lead, Sanctions Officers, Quality Assurance, FIO business analyst, List Management officer. Also remotely managed 7 officers in Melbourne, Australia.
- Reference point for internal stakeholders on all matters relating to Sanctions. Management of foreign requirements i.e OFAC. Contribution to the development and delivery of strategies to enhance / strengthen ANZ position globally with respect to Sanctions Compliance.
- Work with Sanctions managers globally to undertake forecasting, capacity planning and workforce management.
- Manila SME for Project Safire, a high-profile project of transitioning system platform from PRIME to Detica NetReveal that will automate manual processes, improve MIS reporting, and improve compliance risk management. Key resource in identifying business requirements for the system and process design, development of workflow instructions and training materials, creation of resource model for smooth transition to new system. Collaborated in multiple business workshops in Melbourne throughout year 2014 to achieve project milestones.
- Initiated internal error tracking for the Manila Hub for improved quality and coaching opportunities.
- Successful 80% cross-skilling rate of staff, minimum target is 20%.
- On-boarding and management of Pre-Employment Screening and NameSearch processes from Melbourne to Manila.
