Responsibilities:

Cambodia has made a strong commitment to disability and to women's rights, evidenced by the ratification of, the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) in 1992 and the Optional Protocol to CEDAW in 2010 and the Convention on the Rights of Persons with Disabilities (CRPD) in 2012.

Cambodia has an extensive policy framework for economic recovery that has the potential to support post-COVID recovery with inclusion of persons with disabilities.


The forthcoming adoption of a new disability law that will reflect the rights-based approach of CRPD will lay a solid foundation for future action to promote and protect the rights of persons with disabilities.

The National Disability Strategic Plan NDSP2) was launched in 2019 with a vision that "persons with disabilities and their families have a good quality of life and participate fully and equally in a society, which respects their rights and dignity and is inclusive of disability in all sectors and in development'.


The strategy provides a strong framework for action across all ministries at the national and sub-national level including the Disability Action Working Groups (DAWG) in line with relevant ministries and provincial Disability Action Councils (DAC) to support national and sub-national responses.


The United Nations (UN) has been supporting the promotion of the rights of persons with disabilities through a range of programmes, including the joint UN Disability Rights Initiative Cambodia (DRIC) programme , followed by a first project on "Access to justice without barriers for persons with disabilities" funded by the United Nations Partnership on the Rights of Persons with Disabilities (UNPRPD) and jointly implemented by the Office of the High Commissioner for Human Rights in Cambodia (OHCHR Cambodia Counry Office) and the United Nations Development Programme (UNDP).

A second proposal to UNPRD by UNDP, OHCHR, UNESCO and ILO in 2021 was endorsed.

This new Joint Programme intends to enable structural changes, inter alia improving legislative framework, enhancing implementation of policies, and increasing participation in decision making, which are necessary for the full inclusion of persons with disabilities in the Cambodian society.

Consequently, this should contribute to creating an enabling environment for diminishing societal misconceptions and negative attitudes towards persons with disabilities.

The joint programme will be achieved through the delivery of three specific outcomes as follows:


  • Outcome 1. Capacity of national stakeholders, especially of key duty bearers and rights holders, is enhanced to ensure more effective contributions towards disability inclusive policies, systems and for the implementation of the concluding observations of CRPD and the realization of SDGs;
  • Outcome 2. Gaps in achieving essential building blocks or preconditions to CRPD implementation in development and humanitarian programmes are addressed; and
  • Outcome 3. National development and humanitarian plans, budgets, programmes and monitoring processes are disability inclusive, and
  • Outcome 4: Advice regarding laws and policies to duty bearers provided as needed.
Qualifications/special skills
Advanced degree in Law, Social Sciences or other related fields
Experience working with persons with disabilities, organizations of persons with disabilities and/or on the rights of persons with disabilities

Experience in providing training courses to a variety of benificiaries or to a diverse audience

Knowledge of international human rights standards, including of persons with disabilities.

Experience in carrying out legal analysis in conformity with international human rights standards.

Languages
Good knowledge of English
