This post is located in the Finance and Budget Section (FBS), in the Programme Support and Management Services (PSMS), at the Office of the High Commissioner for Human Rights (OHCHR), Geneva.

The incumbent will operate under the overall guidance of the Chief of Finance and Budget Section and direct supervision of the Finance Officer.


Responsibilities:

Within delegated authority, the Finance and Budget Assistant will be responsible for the following duties:


  • Budget:
  • Provides support with respect to the review, analyses and preparation of the annual Regular Budget submission and its revisions.
  • Prepares supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and nonstaff requirements; ensures compliance with the mediumterm plan and other legislative mandates.
  • Assists managers in the elaboration of resource requirements for budget submissions and the Programme Budget Implication (PBI) documents at each Human Rights Council session.
  • Acts as Certifying Officer to ensure that proposed obligations and expenditures are in accordance with approved budgets and established rules and regulations.
  • Undertakes research and provides support to higher level Finance & Budget Officers with respect to budget reviews of relevant intergovernmental and expert bodies.
  • Monitors expenditures and compares with approved budget; prepares adjustments as necessary.
  • Prepares allotments, including redeployment of funds when necessary, ensuring appropriate expenditures under all aspects of the OHCHR Regular Budget.
  • Assists in preparation of budget performance submissions and finalization of budgetperformance reports, analysing variances between approved budgets and actual expenditures.
  • Develops, maintains and keeps uptodate financial databases on Regular Budget performance related to OHCHR approved programme budget, revised estimates and Human Rights Council resolutions,
  • Monitors integrity of various financial databases.
  • Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.
  • Coordinates with other finance and budget staff on related issues during preparation of budget reports.
  • Review data on RB staffing for HQ and field presences.
  • General:
  • Keeps uptodate on documents/reports/guidelines that have a bearing on matters related to programme budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
  • Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters.
  • May be responsible for providing guidance, training and daily supervision to other general service staff in the area of responsibility.
  • Performs other related duties, as assigned.

Education
High school diploma or equivalent.

Work Experience

Out of these, at least four (4) years in the United Nations Common System is desirable.

Experience in using the finance modules in an ERP system such as Umoja is desirable.

Experience in preparing budget proposals and budget monitoring is desirable.

Experience in providing budgetary and financial support and advice to staff at large is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the posts advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
