A final report is submitted at the satisfaction of partners, including a comprehensive analysis of the state of women's rights in Africa, key findings, recommendations, and best practices.

Responsibilities:


Under the collective supervision of the AUC's WGYD, OHCHR, and UN Women, the consultant will develop a comprehensive report assessing the state of women's rights in Africa by conducting an in-depth analysis of the advancements made in upholding women's rights within African Union (AU) Member States.

This analysis should be conducted in the context of the Maputo Protocol and other relevant continental commitments.
A non-exhaustive list of functions that the Consultant is expected to undertake is outlined below.

In the development of the report the consultant will undertake the following responsibilities:

  • Perform a thorough and meticulous examination of existing barriers and obstacles to the full realisation of women's rights, identifying strategic avenues for expediting progress and highlighting best practices from AU Member States.

Conduct a Data collection :

Collect primary and secondary data from various reliable sources, including national governments, international organizations, civil society organizations, and research institutions.

This may involve surveys, interviews, focus group discussions, and data mining techniques to gather both quantitative and qualitative information.


  • Conduct a comparative analysis of data and information across countries, regions, or specific thematic areas to identify variations, similarities, and trends. This analysis will provide a broader perspective on the implementation of women's rights and highlight best practices or areas requiring further attention.
  • Consult and liaise with Gender machineries, human rights institutions, research institutions and civil society organisations to ensure that accurate and reliable data have been sought for the analysis.
  • Examine the achievements and milestones of the Maputo Protocol, emphasising the need to expedite universal ratification, domestication, and implementation.
  • Provide concrete and actionable recommendations to support AU Member States in fulfilling their obligations towards promoting and protecting women's rights, based on a comprehensive wide range review literature, program assessments, and jurisprudence analysis from international, regional, and sub-regional human rights mechanisms
  • Facilitate a validation process involving Member States, AUC organs, civil society organizations, and other relevant stakeholders to ensure the accuracy and completeness of the report.
  • Undertake any other tasks assigned to them
Qualifications/special skills

The consultant must hold post-graduate qualifications in gender, policy analysis, law, human rights or other social science areas

  • Minimum 10 (ten) years of professional writing experience related to gender equality, women's empowerment, women's rights in particularly and human rights in general at national, regional and international level. Minimum of 5 (five) years of experience of working with or within the international or regional human rights mechanism.
  • Experience in undertaking research on GEWE and other social issues, Excellent analytical and reportwriting skills and Excellent understanding of the regional frameworks on women's human rights in Africa.
Languages
Proficiency in English is required and knowledge of French or any of the other AU Languages is an added advantage
