OBJECTIVES OF THE PROGRAMME

The department of Noncommunicable Diseases (NCD) is responsible for global leadership, coordination, guidance, and technical support to reduce premature mortality and morbidity from NCDs, burden of sensory impairments and oral health through prevention and integrated service delivery, treatment, surveillance, rehabilitation, monitoring, and research.

The Department also lead WHO's work on disability.

The Department provides overall coordination and brings together the work on NCD prevention, control, and rehabilitation from across the departments and from the three levels of the organization.

It coordinates reports to the WHO and UN governing bodies and is the main interlocutor on NCDs.

The Department assists and supports regions and countries in their efforts to provide a country-centred, concerted and coordinated action to strengthen health systems to respond to NCDs, oral diseases and sensory impairment, including, particularly, access to health services including essential medicines and technologies.

The Department also ensure linkages between primary and secondary prevention using technical packages, such as the package for the Global Initiative for Childhood Cancer, as well as harnessing innovation and use of technology, including Be Healthy Be Mobile.

The objective of the Platform is to provide an estimated 50 countries with access to childhood cancer medicines, by 2027 and to contribute toward to achieve the goal of 60% survival in the Global Initiative for Childhood cancer.

DESCRIPTION OF DUTIES

Develop the strategic direction for WHO in the St Jude-WHO Global Platform for Access to Childhood Cancer Medicines, working directly with the Steering Committee of the Platform and ensuring linkages to and alignment with the Global Initiative for Childhood Cancer.
Provide and lead direct support to and planning for the Steering Committee of the Global platform in coordination with the St Jude Global team.
Develop a timebound strategic and operational plan including an impact framework with key performance indicators to timely achieve the objectives and targets of the Platform.
Develop and oversee the production of and implementation of governing documents, including Standard Operational Procedures, and guidance documents for participating Member States, for the key operations of the Platform.
Manage and coordinate the workplan for WHO relating to the Global Platform, including the development and implementation of relevant products.
Develop a partnership engagement strategy for the Platform Access to Childhood Cancer Medicines and oversee dialogue with partners in collaboration with WHO Offices and StJude Children's Research Hospital, and linked to and aligned with other programmes in access to health products and the Global Initiative for Childhood Cancer, in line with WHO policies.
Act as the primary focal person within WHO for existing and evolving strategic partners pertaining to the Global Platform including maintaining accountability for relevant relationships as part of formal legal agreements.
Mobilize the global/regional public health community and coordinate and manage inter-governmental, multisectoral engagements pertaining to the Global Platform in close collaboration with the WHO cancer programme.
Manage human resources and financial resources in line with WHO managerial requirements including monitoring and evaluation and reporting of work of key performance indicators and reporting requirements and mechanisms to optimize performance of programme deliverables.
Liaise and utilize partnerships with other UN Agencies, donors, nonstate actors, research institutions and families affected by cancer to position the Global Platform into Global and/or National policies, in collaboration with other WHO cancer initiatives and in accordance with WHO policies.
Represent the Platform of work at various meetings to advocate for cancer control.
Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential:

An advanced university degree (Master's level or above) in public health.

Desirable:

Post-graduate, specialized training in cancer management.
An advanced university degree (Master's level or above) in health administration, business administration or public policy.

Experience

Essential:

A minimum of 10 years of professional experience in public health with experience in the areas of international partnerships and project/programme management.
