OBJECTIVES OF THE PROGRAMME:


The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacities of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international response to contain outbreaks and to provide effective relief and recovery to affected populations.

The Programme supports countries and coordinates international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

The objectives of the Country Readiness Strengthening Department include the development and strengthening of core national capacities necessary to mitigate and respond to emergency risks and vulnerabilities.

The Department prioritizes support to the most vulnerable and low-capacity countries.

The Community Readiness and Resilience Unit (CRR), aims to support Member States to strengthen community readiness and resilience for health emergencies through development and implementation of relevant norms and standards, strategies, guide and tools in close collaboration at three levels of the organization and through strengthening technical and operational networks and partnerships at all levels.


DESCRIPTION OF DUTIES:


  • Provides technical leadership and managerial support within the Community Readiness and Resilience (CRR) unit/Country Readiness Strengthening Department in the area of Risk Communication and Community Engagement ensuring that activities in this area are carried out efficiently and effectively.
  • Develops and proposes technical health policies and strategies for implementation through collaboration with Regional and Country Offices and provides advice in developing further the risk communication and community engagement for strengthening and improving technical capacity of target clienteles.
  • Manages the programme area in delivering its objectives through efficient managing a team of technical staff, financial resources and effective work planning to optimize the programme's deliverables in line with the mandate of the Organization.
  • Leads the RCCE pillar as part of the IMST during three level responses by developing communication and engagement for affected populations, developing guidance for Member States on RCCE response recommendations and providing guidance to corporate communications team on public communications.
  • Leads and conducts research on best practices in implementing programmes and activities and dissemination of information for capacity building in the respective area of work.
  • Serves as the technical reference among the peer community, UN Agencies and other stakeholders at the technical levels in the respective area of expertise.
  • Liaises with and utilizes partnerships including the Collective Services in other UN Agencies, Civil Society Organizations, Donor, or research institutions in the risk communication and community engagement to position the technical area of work and implementation into Global and/or National policies.
  • Represents the programme area of work at various meetings to advocate for risk communication and community engagement.
  • Performs all other related duties as assigned.

REQUIRED QUALIFICATIONS:


Education:


Essential:

An advanced university degree in public health, crisis communication and/or social or cognitive science or another field relevant to the position.


Desirable:
A PhD in one of the above fields.


Experience:


Essential:

A minimum of 10 years of professional experience in the management of emergency risk communication and community engagement preparedness, response and capacity building including experience in the area of health policies and strategies.

Demonstrated experience in managing human and financial resources. Demonstrated experience at the international level.


Skills:


  • Application of public health epidemiology and social science to emergency risk communication and community engagement preparedness and response both in terms of leading a response and preparing member states for potential emergencies.
  • Knowledge of public health, national emergency governing systems, emergency operations centers and incident management structures and proven experience in planning, preparedness and response in international settings.
  • Deep understanding of structural and functional dynamics of country public health programs in relation with national and local government, CSOs and other community stakeholders.
