Final adopted version of the General Recommendation

Responsibilities:


The objective of the consultancy is to assist the working group on the equal and inclusive representation of women in decision-making systems of the Committee on the Elimination of Discrimination against Women (CEDAW) in developing a draft General Recommendation on the topic, based on the concept note, the written and oral submissions received from United Nations entities and specialized agencies, international and regional human rights mechanisms, States parties to the Convention, national human rights institutions, Parliamentarians, non-governmental organizations and other stakeholders, as well as other supporting documents.

Under the direct supervision of the Secretary of the Committee and in consultation with the Secretariat focal point for the general recommendation and other responsible staff members in the Groups in Focus Section, Human Rights Treaties Branch, OHCHR, the consultant shall:


  • Prepare a draft annotated outline of the draft General Recommendation, based on the concept note, research and inputs from relevant experts;
  • Finalize the initial draft of the General Recommendation, based on the agreed outline, concept note, the half-day of general discussion, written submissions and other relevant sources;
  • Prepare a revised initial draft of the General recommendation, incorporating inputs and comments from the working group;
  • Prepare an advanced draft of the General Recommendation, for publication on the OHCHR website with a call for submissions
  • Prepare a first draft of the General Recommendation, incorporating inputs and comments received in response to the call for submissions and during regional and/or expert meetings and from the members of the working group, to be submitted to the Committee for a first reading of the draft in plenary;
  • Following the first reading of the draft in plenary, develop a final draft of the General Recommendation, incorporating inputs and comments received from members of the Committee;
  • Following the second reading and adoption of the draft in plenary, incorporate inputs and comments received from the members of the Committee on the final draft of the General Recommendation, and finalize the adopted version of the General Recommendation;
Qualifications/special skills
Advanced degree in Law, political science, human rights, social sciences or related fields.

Minimum 7 years of relevant work experience in the field of human rights, with experience on women's rights and, as well as with the UN System.

Familiarity with the work of the Committee or other United Nations treaty bodies
Familiarity with the work on women's representation in decision-making.

Languages
Excellent written and spoken communication skills in English. Knowledge of French is an asset.
